Project Narrative
NuStar is currently in the construction stages for re -activating our Grapevine
terminal and requires the installation of a wireless communication system to
operate the Grapevine terminal and transfer crucial information to the Department
of Transportation (DOT) in the event of a failed primary communication system
at the Southlake terminal server.
NuStar is requesting approval of a specific use permit for a telecommunications
antenna to be placed within the NuStar Southlake Terminal at 1700 Mustang
Court; Southlake, TX 76092. This terminal will receive data from the new
wireless antenna installed at Grapevine terminal new antenna, which is an
additional permit request. The current terminal is comprised of a communication
system that transmits crucial information to NuStar systems via SCADA and
company hard wired connection through AT&T (NuStar Business Network). The
data is additionally sent to the NuStar corporate office Operations Control Room.
The proposed building addition is to install a 30' ROHN tower with a mounted
antenna at the top of the tower creating a new NuStar wireless communication
system between NuStar Southlake and Grapevine terminals. The proposed
addition is for commercial use only and does interfere with other nearby
communication systems. All electrical equipment will be located within NuStar
facility. The 900MHz communication is essential for NuStar operations redundant
communication of corporate data transfer.
At the Southlake terminal facility, a UBIQUITI Loco M9 wireless antenna will be
mounted and installed to the 30' ROHN Tower (Self-supporting). The ROHN
tower is compliant with local publications meeting structural design requirements
up to 115 MPH wind speed rating. The wireless antenna weighs 2 lbs. and will be
mounted at the top of the ROHN communication tower.
All development shall comply with the zoning district regulations for "ALL"
zoning districts. The lots shall comply with the districts development regulations
as outlined in Section 45.7 for Specific Requirements for Telecommunication
Towers, Antennas, and Ancillary Building (Ordinance No. 480-W).
