Action
Requested: Approve Engineering Services Agreement with Kimley-Horn and
Associates, Inc. for Various Intersection Analyses Citywide — Phase
3 in an amount not to exceed $130,000.
Background
Information: Phase 1 of the Intersection Capacity Analysis included traffic data
collection for 17 existing intersections and initial recommendations
for improvements. Phase 2 included a similar scope of work but
added an additional 12 intersections. From these two Phases, 5
intersections (Continental/Byron Nelson, Conti nental/PeytonviIle,
Continental/Davis, White Chapel/Dove and Carroll/Southlake
Boulevard) were identified as candidates for further engineering
evaluation for Phase 3. Phase 3 deliverables will provide the
fundamental elements necessary to start pre-project planning
activities essential to developing capital projects.
The deliverables from this project will include (for all 5
intersections):
Task 1: Topographic and Boundary surveys
Task 2: Conceptual layout
Task 3: Coordination Meetings
Task 4: Supplemental Subsurface Utility Exploration
Financial
Considerations: Funding for this Phase of the Intersection Capacity Analysis is
included in the FY18 Capital Improvement Program (CIP) Budget.
Strategic Link: The Intersection Analyses project and phases link to the City's
strategy map relative to focus areas of Infrastructure, Mobility and
Quality Development. The specific corporate objectives that are
met by this mobility project are (C2) to provide travel convenience
within the City & region and (F2) to invest to provide and maintain

high quality public assets. The critical business outcome is to
(C13O2) enhance mobility through aggressive traffic management
initiatives and capital project implementation.

previously reviewed by the City Attorney.

Dear Mr. Cohen,
Kimley-Horn and Associates, Inc. (the "ENGINEER") is pleased to submit Attachment A of the Agreement
for Engineering Services to the City of Southlake (the "CITY")for providing professional services to perform
conceptual-level design services for various City intersections. Our Scope of Services, Schedule, and Fee
and Billing are set forth below.
Project Understanding
Based on previous studies by the ENGINEER performed under a separate agreement and discussions with
the CITY, the CITY has requested the ENGINEER to provide conceptual-level design, TxDOT coordination
and associated opinions of probable construction costs (OPCCs)for intersection improvements at the below
intersections:
• Southlake Boulevard (FM 1709) and Carroll Avenue
• Dove Road and White Chapel Boulevard
• Continental Boulevard and Davis Avenue (FM 1938)
• Continental Boulevard and Peytonville Avenue
• Continental Boulevard and Byron Nelson Parkway
Scope of Services
Task 1— Topographic and Boundary Survey
The ENGINEER(through a Subconsultant)will perform full topographic survey for the limits of the proposed
improvements. The following items will be performed:
• Limits will include the following:
o The following intersections plus 200 linear feet along all intersection legs:
■ Southlake Boulevard (FM 1709) and Carroll Avenue (600' along FM 1709
intersection legs)
■ Dove Road and White Chapel Boulevard
■ Continental Boulevard and Davis Avenue (FM 1938)
■ Continental Boulevard and Peytonville Avenue
■ Continental Boulevard and Byron Nelson Parkway
• Data Collection and Property Research
o Gather existing plat information
o Collect property owner information
o Gather existing right-of-way and easement information based on available plats and record
drawings. Title research, if required by the CITY, can be provided as an Additional Service
• Perform field survey ground control
• Locate pertinent objects and above-ground features, typically including:
o Roadway pavement
o Drainage structures (i.e. culverts, ditches, inlets, manholes, and outfalls)

o Utilities (signs or markers showing the presence of underground utilities, valves, manholes,
flowlines, meters, backflow preventers, vents, poles, and guy wires)
o Large (6 inch diameter and up), significant trees (identify species and caliper)
o Limits of landscaped areas will be defined. Individual plants and or trees (less than 6 inch
diameter) will not be located.
o Fences (including material type) and gates
o Sidewalks
o Street lights
o Signs
o Right-of-Way monumentation
• Process survey data to create plan view of existing features
• Prepare a final topographic drawing in digital format (including contours and break lines) showing
the features located in the field as well as right-of-way information, an ASCII coordinate file of the
points located in the field, and a hard copy of the coordinates and feature descriptions. Digital files
will be in .DWG format. The ENGINEER will conduct one site visit to field verify the topographic
survey
Task 2— Conceptual Layouts
The ENGINEER will prepare plan view layouts of the five aforementioned intersections at a 1"=40' or
larger scale with an aerial background. The layouts will show conceptual proposed curb geometry,
existing and proposed traffic lane usage, callouts highlighting potential (known) conflicts, anticipated limits
of right-of-way acquisition, and improvements needed to widen the approaches and departures (if
necessary) of each intersection. Improvements recommended in the Citywide Intersection Analysis
provided to the CITY by the ENGINEER will be shown on the layout. Improvements are anticipated to
include the following:
• Southlake Boulevard (FM 1709) and Carroll Avenue
o Widen intersection to the north to construct dual eastbound and westbound left turn bays
o Extend southbound right turn bay by lane shift option (currently under design by
ENGINEER)
o Reconstruct curb ramps (8) to be two-directional and aligned with crosswalks
o Traffic signal modifications including:
■ Traffic signal pole relocations and/or replacements
■ Signal head modifications/additions as needed
■ Adding pedestrian poles where needed
■ Updating push buttons to APS for all corners
• Dove Road and White Chapel Boulevard
o Reconstruct the existing single-lane roundabout as a dual-lane roundabout
• Continental Boulevard and Davis Avenue (FM 1938)
o Construct a right turn bay at the northbound approach
o Construct right turn bay for the eastbound approach
o Realign eastbound approach and construct second westbound left turn bay
o Extend westbound turn bay past first driveway
o Reconstruct curb ramps (8) to be two-directional and aligned with crosswalks
o Restripe crosswalks and stop bars to align with new curb ramps
o Traffic signal modifications including:
■ Traffic signal pole relocations and/or replacements
■ Signal head modifications/additions as needed
■ Adding pedestrian poles where needed
■ Updating push buttons to APS for all corners

• Continental Boulevard and Peytonville Avenue
o Reconstruct the stop-controlled intersection as a single-lane roundabout
• Continental Boulevard and Byron Nelson Parkway
o Reconstruct the stop-controlled intersection as a dual-lane roundabout
• After CITY review of the conceptual layouts, ENGINEER will prepare opinion of probable
construction costs (OPCCs)for each intersection
• Deliverables will include two (2) full-size color plots of each of the conceptual layouts, hard copies
of the OPCCs, and digital files of all the documents prepared
• The ENGINEER will respond to one (1) round of CITY comments on the conceptual layouts and
OPCCs
Task 3— Coordination and Meetings
ENGINEER may meet with TxDOT and/or CITY staff, as directed by the CITY, on an hourly basis. This
task assumes up to forty (40) hours of ENGINEER's attendance at meetings, including City Council
meetings. Additional meetings beyond this amount can be provided as additional services.
Task 4— Supplemental Subsurface Utility Engineering(SUE)
The ENGINEER (through a Subconsultant) may perform Subsurface Utility Engineering(SUE)survey on
an as-needed basis, as determined by the CITY. This task may include the following as needed:
• Coordinate with SUE subconsultant
• Designate SUE Quality Level "B" toneable in locations to be determined
• SUE Quality Level "B" services will include use of geophysical prospecting equipment to identify
franchised utilities and mark them with paint and/or pin flags.
• Perform topographic survey to tie down SUE Quality Level "B" locates.

Additional Services
Any services not specifically identified in the Scope of Services shall be considered Additional Services.
These may be performed on an individual basis upon written authorization by the CITY at our then current
hourly rates under the existing Agreement if budget allows.
Additional Services include, but are not limited to, the following:
• Memorandum or report;
• Additional meetings;
• Public involvement;
• Traffic data collection;
• Additional traffic analysis periods, such as mid-day and weekend;
• Future conditions analysis and recommendations, including traffic forecasting or travel demand
modeling;
• Traffic signal timing plans (intersections or corridors);
• Master Thoroughfare Plan (MTP) updates;
• Full traffic signal warrant analyses;
• VISSIM simulation analysis;
• Road segment analysis;
• Roadway profiles;
• Drainage analysis and/or design;
• Utility analysis and/or design;
• Freeway/Ramp Analysis;
• Design beyond conceptual layout of recommended improvements;
• Right-of-way and/or easement documents;
• Any item not specifically mentioned in our Scope of Services.

Schedule
The ENGINEER will provide its services as expeditiously as practical to meet a mutually agreed upon
schedule.
Fee and Billing
Lump Sum
The ENGINEER will perform the services identified in the Scope of Services on either a Lump Sum or
Reimbursable/Hourly basis in accordance with the following tasks:
Lump Sum: Task Fee:
Task 1 —Topographic and Boundary Survey $42,000
Task 2—Conceptual Layout $88,000
Total Lump Sum: $130,000
Hourly/Reimbursable: Task Fee:
Task 3—Coordination and Meetings $8,000
Task 4 —Supplemental SUE $6,000
Total Hourly: $14,000
The ENGINEER will perform the Lump Sum Tasks identified in the Scope of Services for a lump sum fee
of$130,000.All permitting, application, and similar project fees will be paid directly by the CITY. Lump Sum
fees will be invoiced monthly based upon percentage of services performed as of the invoice date.
The ENGINEER will provide the Reimbursable/Hourly Tasks services on a labor fee plus expense basis.
For your budgeting purposes, we recommend allocating $14,000 for these tasks (not-to-exceed). The fee
breakdowns for each task are for budgeting purposes only and ENGINEER reserves the right to reallocate
the reimbursable budget among tasks as necessary. Direct reimbursable expenses (subconsultant fees,
out-of-house printing, courier services, etc.)will be billed at a rate of 1.10 times cost. Labor fee will be billed
on an hourly basis based on then hourly rates.A percentage of labor fee (6%)will be added to each invoice,
and included in the not-to-exceed budgets, to cover certain other expenses such as telecommunications,
printing, in-house reproduction, postage, computer expenses, supplies, and local mileage. Administrative
time related to the project will be billed hourly. All permitting, application, and similar project fees will be
paid directly by the CITY.
Fees will be invoiced monthly based on the actual amount of services performed and expenses incurred.
A description of services provided and hourly breakdown will be provided with each invoice. Payment will
be due within thirty (30)days of your receipt of the invoice.
