2017-08-01 SAC Minutes 1 CITY OF SOUTH LAKE SOUTHLAKE ARTS COUNCIL MEETING, AUGUST 1, 2017 LOCATION: Southlake Town Hall 4th Floor Room 4A 1400 Main Street Southlake, Texas TIME: 6:00 p.m. SOUTHLAKE ARTS COUNCIL PRESENT: Chair Leslie Bartlett, Vice Chair Miriam Murray, Secretary Jesika Cook; and Southlake Arts Council members Merlene Ingraham, Tamara McMillan and Kelly Trager (Alternate 1) SOUTHLAKE ARTS COUNCIL ABSENT: Terri Messing and Devika Seth STAFF PRESENT: Assistant to the Director Cassie Tucker GUESTS: WORK SESSION Members of the Southlake Arts Council met at Southlake Town Hall, then traveled to the home of Deanna Kienast to preview art for the September 10, 2017 Art Gallery Reception event in Town Hall lobby. REGULAR SESSION 1. CALL TO ORDER Southlake Arts Council Chairman Leslie Bartlett called the meeting to order at 7:13 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE JUNE 27, 2017 SOUTHLAKE ARTS COUNCIL MEETING Minor corrections were made to the June 27, 2017 meeting minutes. Staff responded to questions regarding input for revisions to the upcoming Public Art Master Plan, including definitions of terms, the public art approval process, inclusion of an inventory list and information about the City's current art collection, and funding information. APPROVED A motion was made to accept the minutes of June 27, 2017 Arts Council meeting with corrections. Motion: Trager (Alternate #1) Second: Cook Ayes: Bartlett, Cook, Ingraham, McMillan, Murray and Trager (Alternate #1) Nays: None Abstain: None Vote: 6-0 3. PUBLIC FORUM Chair Leslie Bartlett opened the Public Forum at 7:22 p.m. There being no one else to address Arts Council, Public Forum was closed. 4. CONSIDER 4A. RECOMMENDATION ON AMENDMENTS TO COMMUNITY SERVICES AGREEMENT WITH APEX ARTS LEAGUE Assistant to the Director Cassie Tucker provided an overview of the proposed amendments to the Community Services Agreement and responded to questions. APPROVED A motion was made for the Arts Council to make a recommendation to City Council to approve the amendments to Community Services Agreement with APEX Arts League as presented. RECOMMENDATION ON AMENDMENTS TO COMMUNITY SERVICES AGREEMENT WITH ARTS COUNCIL NORTHEAST Assistant to the Director Cassie Tucker provided an overview of the proposed amendments to the Community Services Agreement and was available to answer questions. APPROVED A motion was made to recommend City Council approve the amendments to Community Services Agreement with Arts Council Northeast as presented Motion: Murray Second: Cook Ayes: Bartlett, Cook, Ingraham, McMillan, Murray and Trager (Alternate #1) Nays: None Abstain: None Vote: 6-0 5. DISCUSSION 5A. SEPTEMBER 10, 2017 ART GALLERY EVENT The Arts Council discussed plans and logistics for the September 10, 2017 reception and art exhibit featuring art work by local artist Deanna Kienast. 5B. RECAP SOUTHLAKE HISTORICAL SOCIETY "SHARED STOREIS: DENTON, SOUTHLAKE AND THE WILD WEST, 1840-1878" RECEPTION JULY 16, 2016 AND ART EXHIBIT JULY 10, 2017 — AUGUST 28, 2017 Arts Council member Tamara McMillan lead the recap of the Southlake Historical Society "Shared Stories: Denton, Southlake and the Wild West, 1840-1878" art gallery reception held July 16, 2017. The reception was very successful and many positive comments have been received from event attendees. Ms. McMillan shared some of Southlake Historical Society's preliminary plans for the event planned next year to celebrate the end of WWI. 5C. STAFF REPORT Assistant to the Director Cassie Tucker presented the Report including, the timeline for the Public Art Master Plan process, Arts Council business cards, a thank you note, and information concerning the maintenance of public art pieces. Ms. Tucker was available to respond to questions from the Arts Council. Sample art master plans from other cities and a link to the City of Southlake's current Public Art Master Plan will be distributed to members. Staff will investigate the lighting of the "Flying Together" sculpture. Members were concerned the lighting may not be adequate. The Southlake Arts Council website has been updated as requested by the board. 6. ADJOURNMENT Members thanked resigning member Kelly Trager for her service on the board.
