2035 Corridor Committee Meeting Report - Mtg. 11 - Maserati Southlake 2035 Corridor Planning Committee Meeting Report Meeting 11 – August 7, 2017 MEETING LOCATION: Southlake Town Hall – Training Rooms 3C & 3D 1400 Main Street Southlake, Texas, 76092 IN ATTENDANCE:  City Council Members: Chad Patton, Shawn McCaskill  Planning & Zoning Commission Members: Michael Springer, Chris Greer  Park Board Member: Frances Scharli  Community Enhancement Development Corporation: Brandon Bledsoe  City Staff: Ken Baker, Dennis Killough, Daniel Cortez, Richard Schell, Jerod Potts AGENDA ITEMS: 1. Review, discuss and make recommendations on a proposed 36-acre residential development with 64 lots and 10.75 acres of open space located south of Southlake Boulevard (FM 1709) between Watermere Drive and Davis Boulevard and north of the Siena subdivision. 2. Review, discuss and make recommendations on a proposed Maserati showroom and retail development on approximately 5 acres located north of E. State Highway (SH) 114 between N. Kimball Avenue and Shady Lane. 3. Review the recommendations of the draft Southlake 2035 FM 1709/FM 1938 Corridor Plan. (Tabled) 4. Review, discuss and make recommendations on proposed amendments to the City’s Zoning Ordinance No. 480, as amended and Subdivision No. 483, as amended. (Tabled) 5. Adjournment. MEETING OVERVIEW: On August 7, 2017 the Southlake 2035 Corridor Planning Committee held their eleventh meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #2 – Maserati Showroom Meeting #11 – August 7, 2017 Page 3 ITEM #1 DISCUSSION – Proposed Maserati showroom and retail development on approximately 5 acres located north of E. SH 114 between N. Kimball Ave. and Shady Lane:  Staff made presentation to the Committee  Questions for the Staff by the Committee Q: If you have entrance on Kimball and SH 114 would you need another entrance? A: Maybe not – would require variance to have entrance on a local street Q: Zoning, and then SUP? A: Yes Q: In zoning you cannot specify the brand name? A: Correct Q: If brands changed would SUP cover that? A: Someone else could come in if conditions of zoning were met Q: History of car dealerships coming to Southlake? A: No applications  Skip Blake, representing the project, made a presentation to the Committee. The following includes comments by the presenter and other representatives of the project: o Maserati is a different concept o Have less than 100 showrooms in America o Would maintain 30 foot landscape buffer o Design of building is more like Class A office building o Create landscaping, trees, buffers just like an office building o Maserati is an exclusive buyer o 50 foot stack off Shady Lane – would have masonry wall o Feel that the fire department will want emergency access to the site o Want to treat Shady Lane entrance like an estate entry to a home o Ten (10) foot landscape buffer at the rear o All the cars are in the U of the building – buyer would see a few cars on the plaza o Service bay is not a metal building – will have the same architecture as the main building that you will be able to see through o (Proposed) retail to support this kind of thing o See a potential retail space for Starbucks, etc. o Very heavily treed o Would be open to closing entrance to Shady Lane o Have a service valet rather than a service drive Southlake 2035 Corridor Planning Committee Item #2 – Maserati Showroom Meeting #11 – August 7, 2017 Page 4  Questions for the Applicant by the Committee Q: Other Maserati dealerships in metro area? A: Would be exclusive in Tarrant County – two in Dallas County Q: Inventory will be in the parking lot? A: Will be back – have talked about ways to cover and protect the cars with awning / canopy Q: What is the parking in the top right (of plan)? A: Employee parking, some cars that are possible trade-in cars Q: What about auto body repairs? A: There is no body work – there will be service and maintenance Q: How many cars inventory new and used? A: About 90 parking spaces and 75 parking spaces – room for 160. Would dedicate parking in the U-shape to new car sales Q: Entry to service is from the east side? A: Yes Q: Screening mechanical equipment? A: Roof will have a parapet Q: Is there enough parking to support office space? A: Yes Q: Entry off Shady Lane would have gate? A: Yes – it would be closed most of the time Q: Have you talked to the property owner of Shell? A: Yes – opportunity to develop more retail and office space. They are not interested Q: What have you thought about with regard to lighting? A: Low bollard lighting – close at 7:00 PM Q: At night where would inventory be? A: They (cars) would be left out Q: Have you met with the neighbors? A: There are two houses north and one is currently on the market – they are both tear downs. Had conversations because they are interested in possibly selling Q: Other signage? A: About 70 Q: What other types of dealerships would come in if Maserati didn't work? A: Too small for brands you would recognize Q: Could you flip service (on plan) where it is closer to Kimball?
