Approve a professional consultant agreement with Jerry Hodge and Associates for project management of the State Highway 114 Intersection and frontage road projects in an amount not to
exceed $108,000.

This map shows the proposed westbound frontage road that will be constructed between Kirkwood Boulevard and Dove Road. This segment was not constructed with the previous widening of
State Highway 114, but has become very desirable due to continued development in this region.

State Highway 114 was expanded in 2004 however this project did not include the frontage roads between Dove Road and Kirkwood Boulevard. The DFW connector was completed in 2014 which
better facilitates westbound traffic through Southlake on State Highway 114. The current configuration of State Highway 114 results in increased back ups on the west end of the City.
The TD Ameritrade campus site plan was approved in 2016 and included a number of public meetings. There was significant feedback received from residents in support of the completion
of this segment of frontage roads in anticipation of upcoming development. The mobility master plan was amended in 2016 to include additional roadway projects and priorities one of
which is this segment of frontage road as a Tier 1.

The City first engaged Hodge and Associates in 2016 to act as the project team leader for the State Highway 114 frontage roads as well as leading efforts on the design of intersection
improvements at 114 and Kirkwood and 114 and Dove.
Mr. Jerry Hodge has over 45 years of experience in the construction and delivery of public projects. He served as Director of Public
Works in a number of Texas cities for over 35 years with 20 spent in Grapevine. He has spent the last 10 years in the private consulting sector in the transportation and access management
business.
Mr. Hodge has had tremendous success in securing project funding from various sources for high profile projects in the region. He was instrumental in securing $98 million
for FM 2499, $110 million for State Highway 121 north, $61 million for State Highway 121 south, $14 million for State Highway 26, and $1 billion for the DFW Connector.
The City of
Southlake has previously teamed up with Mr. Hodge on the recent of expansion of Brumlow Avenue as well as the Texas Turnaround at Carroll and State Highway 114.

Kimley Horn and Associates were hired in 2016 to develop the schematic design under Mr. Hodge’s oversight.
Mr. Hodge has engaged a number of other partners including neighboring communities,
TxDOT, North Central Texas Council of Governments, and Tarrant County. As a result, a project that was just conceived in 2015, is now top priority with TxDOT in the region.
The City
entered into Interlocal Agreements with the Town of Westlake in May 2017 and Tarrant County in August 2017 as well as a Local Project Advanced Funding Agreement with TxDOT in June 2017
to facilitate the improvements to the intersections of Solana/Kirkwood with SH 114. Construction on the intersections commenced in August 2017 with a targeted completion date in November
2017.

The requested contract renewal is for an additional 12 months for a lump sum fee of $108,000.
The deliverables under this agreement include the coordination of the Plans, Specifications,
and Estimates; assisting with obtaining remaining right of way; securing financial participation; necessary relocation of public utilities; facilitating drainage improvements; coordinating
all needed Traffic Impact Analyses; and completion of the TxDOT Environmental Assessment

Funding
Funding for this project is available was part of the Fiscal Years 2017 and 2018 General Fund budget request and additional funds have been allocated by the Community Enhancement and
Development Corporation. $3.95 million have been budgeted within the General Fund to date however additional funding will be a part of future budget requests. The CEDC contributed
$1 million to this project in Fiscal Year 2017 and another $1 million requested as a part of the Fiscal Year 2018 budget. The current construction estimate for this project is greater
over $12 million. Detailed construction estimates will be prepared under this proposed agreement.
