Contractors, Inc. in an amount not to exceed $248,123
Action
Requested: Award a construction contract for the Shady Lane Lift Station
Electrical and SCADA Upgrades project to H&H Electrical
Contractors, Inc. in an amount not to exceed $248,123.
Background
Information: The Shady Lane wastewater lift station project consists of electrical
upgrades, a new SCADA communications control cabinet, and a
safety railing and harness system. These improvements are
necessary to upgrade failing infrastructure, update the
communications technology, and ensure compliance with the Texas
Commission on Environmental Quality (TCEQ) wastewater
collection and operational requirements.
One (1) bid was received on September 12, 2017. The bid has
been reviewed by Neel-Schaffer, Inc. and city staff and is shown
below:

H&H Electrical Contractors, Inc. $248,123
Based on best value bid, the recommended award is to H&H
Electrical Contractors, Inc. The best value criteria was scored
based on proposed contract amount, key project personnel,
references, claims history, and adequate response to requested
information.
The bid has an alternate to replace the existing SCADA antenna
with a Round Tapered Steel Light Duty pole in lieu of the Rohn,
lattice type tower. The bid amount reflected above represents the
base bid with the Rohn tower. The alternate bid would add an

additional $8,932 to the project and requested action for a total
amount not to exceed $257,055.
Financial
Considerations: Funding for this project is available in the City's Capital
Improvements Program (CIP) Utility Fund. Original funding was
allocated for the Dove Estates Lift Station in the FY 2013 CIP.
However, Wastewater personnel were able to perform those
upgrades in-house. Therefore, staff is requesting that City Council
re-allocate $207,743 available in account 502699-598804-00048 to
the required improvements at the Shady Lane Wastewater Lift
Station and authorize the balance to be transferred from the Utility
Residual account.
Strategic Link: The upgrades to the Shady Lane lift station links to the City's
strategy map relative to the focus areas of Infrastructure and
Quality Development. The specific corporate objectives that are
met by this construction project are to (F2) invest to provide and
maintain high quality public assets.

Board Review: N/A
Legal Review: This is the standard construction services contract that has been
previously reviewed by the City Attorney.
Alternatives: The Council may award the contract to H&H Electrical Contractors,
Inc. or reject all bids.
