Turner 1. CALL TO ORDER Vice Chairman MaryLee Alford called the meeting of the Senior Advisory Commission to order at 1:00 p.m. 2. PUBLIC FORUM —Vice Chair MaryLee Alford opened Public Forum. Bernice McCauley, 900 Wild Wood, Southlake, former Senior Advisory Commission member, complimented City staff on the punctuality of the meeting, and spoke about filling the Senior Advisory Commission roster; requested Board and Commission Applications be made available at the Senior Center; and spoke about having a "guest speaker" at the meetings. Vice Chair Alford acknowledged the Public Forum comments. There was no further direction to staff based on the comments. SAC meeting Agenda Item 6A speaks to the guest's comments. There being no one else to address the Commission, Public Forum was closed. 3. METROPORT MEALS ON WHEELS Metroport Meals on Wheels (MMOW) Executive Director Mary King presented the quarterly report of MMOW activities and programs and responded to questions from the Commission. A "Summary Report" for FY 2016 and YTD 2017 as of June 30 was distributed and reviewed. Senior Advisory Commission members also received copies of the April, May, June and July MMOW reports in their meeting packet. SAC was advised Cotton Patch Restaurant will not be a meal provider at the congregate meals at this time. Other adjustments with food providers and MMOW's efforts to provide meals were discussed. 3B. CALL A RIDE SOUTHLAKE Call A Ride Southlake (CARS) Chairman Brighton Greene shared ridership statistics in comparison with the previous year. Ridership is up about 15% from the previous period last year. CARS is averaging about 5 new riders a month. The "Rides Canceled By Riders" is up and CARS is working on ways to reduce the number. CARS continues to work to recruit volunteer drivers and seeks to partner with the City on a volunteer list they could solicit to recruit drivers. A copy of the June CARS Report was included in the meeting packet. 3C. SOUTHLAKE SENIOR FUNDING, INC. Bernice McCauley provided a report on Southlake Senior Funding, Inc. (SSFI) activities. The "James Richardson Memorial Art Show," hosted by the SSFI organization and Southlake Arts Council on June 23, 2017 was very successful and well supported by artist and the public. The City will be submitting the event to the Texas Parks and Recreation Society for a "Programs of Excellence Award." SSFI continues to support senior field trips and activities by providing sponsorship for "The Buddy Holly Story," Dallas Aquarium, "Mary Poppins," Four-Day Comedy show, the Art Show and the upcoming trip to Hot Springs, AR. 3D. CITY MANAGER'S OFFICE Assistant to the City Manager Lauren LaNaeve presented the City Manager's Office Report and responded to questions from the Commission. The FY 2018 City Budget will be presented in Work Session at the August 15, 2017 City Council meeting. First Reading and Public Hearing will be held September 5, 2017, with 2nd Reading on September 19, 2017. Garbage and recycling services on Labor Day, September 4th, will be suspended and trash/recycling schedules will resume the following day. A Special Election Day will be held September 9, 2017, with Early Voting available August 23 — September 5, 2017. The biannual City Survey will be available on the City's website in early October and the seniors were urged to participate. 3E. ECONOMIC DEVELOPMENT Deputy Director of Economic Development & Tourism Daniel Cortez updated the commission about development projects within the City and responded to questions from the Commission. The FY 2017 3rd Quarter Development Report was presented, highlighting the average home price and open space vacancy rate. Information about two potential developments for Southlake, the Holmes Homes residential subdivision and a Maserati Dealership, were shared. The City is working on a study to receive preliminary data on the feasibility of a trolley system in the City that could draw tourism and alleviate traffic congestion. The results of the study will be brought back to SAC when available. 3F. COMMUNITY SERVICES Deputy Director of Community Services Candice Edmondson presented the June and July Senior Center Membership Reports and responded to questions. 3F. SENIOR SERVICES Senior Services Coordinator Soheila Mashat-Phelps reported on Senior Center events, programs, upcoming activities and responded to questions by the Commission. Positive comments received by the Center on Comment Cards/Event Surveys are now included in the SAC Quarterly Report that is included in City Council packets. A suggestion was made to have the comments available for the public to view. 4. CONSENT AGENDA Consent Agenda items are considered to be routine by the Commission and are enacted with one motion. 4A. APPROVAL OF THE MINUTES FROM THE JUNE 13, 2017 REGULAR SENIOR ADVISORY COMMISSION MEETING. Vice Chair MaryLee Alford presented the Consent Agenda, including approval of the minutes of the June 13, 2017 meeting. The spelling of Esther Spickler's first name was corrected. Motion: Siebach Second: Boland Ayes: Boland, Pappy and Siebach Nays: None Abstention Alford, Spickler (not present at meeting) Vote: 3-0-2 Vote Fails for lack of a Quorum The motion was reconsidered with SAC members Alford and Spickler choosing to participate in the vote. Ayes: Alford, Boland, Pappy, Spickler and Siebach Nays: None Abstention None Vote: 5-0 Motion Carried. 5. CONSIDER 5A. APPROVE SENIOR ADVISORY COMMISSION 3RD QUARTER REPORT Senior Services Coordinator Sohelia Mahsat-Phelps provided an overview of the 3rd Quarter SAC Report for feedback and comments. There were no changes suggested for the Report. The Report will be inserted in the City Council meeting packets for the August 15, 2017 meeting. DISCUSSION 6A. JUNE 13, 2017 PUBLIC FORUM REQUESTS Vice Chair MaryLee Alford and Deputy Director of Community Services Candice Edmondson presented Item 6A, reviewing and responding to the requests presented during the June 13, 2017 SAC meeting Public Forum. City of Southlake Values: Integrity ♦ Innovation •Accountability♦ Commitment to Excellence ♦ Teamwork Senior Advisory Commission Minutes of the August 8,2017 Page 5 of 6 Senior Center and former SAC members Bernice McCauley and Charlie Boyd provided responses to their respective Public Forum items below. 1. Availability of parking for Senior Center members in the lower parking lot at The Marq Feedback: "Senior Parking Only" signs are placed in the parking lot at The Marq during busy or special events. Staff will continue to monitor the parking issue. Guests Response: "Senior Only" parking signs not being honored. A suggestion was made to issue seniors car stickers designating "Senior Parking Only by Permit" to allow parking in "Senior Only" parking spaces and ticketing of violators. SAC Direction: Vice Chair Alford noted the suggestion and requested further investigation of the suggestion at an upcoming meeting. During the discussion about the availability of parking spaces in the lower parking lot, a supplementary concern was raised regarding the size of the parking spaces. SAC meeting guests raised the concern that the parking spaces are too narrow to navigate with cane, wheel chair, walker, or for citizens requiring space to fully open a car door. Guests Response: A suggestion was made to investigate restriping parking spaces to include adequate space for the vehicle door to open wide and to consider space size for the new parking lot being built with Champions Club. SAC Direction: Vice Chair Alford noted the concern about the parking lot space size and requested a Comment Card be completed and submitted to add an agenda item for discussion at an upcoming meeting. 2. Monthly SAC meeting agendas contain an "Old Business" category Feedback: Agenda items must be listed separately on agenda for Commission action, and non-agenda items may be brought forward during Public Forum. Issues raised during Public Forum that require additional discussion and/or action, may be placed on a future agenda item under"Public Forum Requests." Guests Response: Request for "Old Business" category may be satisfied by adding the "Public Forum Requests" item to agendas. SAC Direction: Vice Chair Alford acknowledged Public Forum items requiring additional investigation and/or action will be placed on agendas when needed to receive feedback and provide open discussion by the Commission. 3. Monthly "guest speaker" series be reinstated at SAC meetings Feedback: Guest speakers are invited during the Monday luncheons when and where available. Seniors were encouraged to submit Comment Cards with their suggestions for future speakers and topics. Guests Response: Supported guest speakers' attendance at monthly luncheons so that more seniors can benefit from the presentation. Staff will reach out to the City Secretary's Office for schedules, if available, and provide the information to the seniors as soon as possible. NOTE: On August 22, 2017 SAC members were mailed/emailed information about the Council Candidate Open House event to be held August 30, 2017 at The Marq, 6:00-7:30 p.m. 4. Filling the Senior Advisory Commission Roster Feedback: Currently all seven of the regular places on the SAC roster are filled. The two Alternate positions are vacant. City Council will make appointments to the SAC board in October. Paper applications for appointment or reappointment are available at the Senior Center as well as in the Office of the City Secretary and online on the City's website. SAC Direction: Vice Chair Alford acknowledged this Public Forum item was addressed and encouraged seniors to seek application to City boards and commissions if desired. 6B. COST RECOVERY POLICY Deputy Director of Community Services Candice Edmondson informed SAC members the complete Cost Recovery Policy will be brought forward to SAC at the September or October meeting for their recommendation prior to City Council consideration of the Policy. An overview of the proposed Policy revisions was presented and questions from the Commission were answered. 6C. REVIEW FY 2018 CEDC OPERATING BUDGET RELATED TO SENIOR SERVICES Deputy Director of Community Services Candice Edmondson reviewed the FY 2018 CEDC Operating Budget related to senior services and responded to questions by the Commission. 7.
