TX028 SOUTHLAKE – PROJECT PROPOSAL (REVISED)
Tesla Motors respectfully submits to the City of Southlake a revised proposal to locate an unmanned
Electric Vehicle Supercharger Station at Southlake Town Square, at the proposed site location of 261 N.
Carroll Ave assigned by the City of Southlake as part of the preliminary review. The site location was
selected by the Landowner as the preferred and only viable placement for Tesla Superchargers.
Necessary waivers were obtained from surrounding tenants in order to make this location possible. The
existing parking lot gets very little use and would benefit greatly from the activity and revitalization to
the west side of the retail development. The location offers Tesla driver’s convenient ingress and egress
to and from transportation corridors and provides access to Southlake Town Square without further
entanglement of retail traffic.
As previously identified, the total parking count for Southlake Town Square is 5283. The (10) planned
charge stations do not exceed 10% of the total number of parking spaces. The proposed location
provides Tesla customers premium amenities within walking distance while their vehicles are charging.
The Tesla proposal involves the minor modification of 11 parking spaces to create (9) back‐in stalls and
(1) pull‐in stall. Each parking stall will be equipped with a Supercharger post and an informational
parking sign measuring 12” X 18” identifying the electric vehicle charging stall.
Proposed New Landscape and Equipment Enclosure:
The City of Southlake Landscaper has recommended Dwarf Burford Holly for the new hedge row. The
entire hedge row from Prospect Street to the south curb of the subject project area will be removed and
replaced (approximately 84 bushes). The landscape hedge will be planted around the enclosure, outside
of the retaining wall to ensure screening from all sides.
Additionally, two (2) Chinese Pistache trees will be planted in front of the Holly hedge, in the grassy area
between the hedge and the sidewalk. The trees will be squared with the enclosure to provide symmetry
and visual screening, while sufficient spacing will be provided for healthy growth. A photosim illustrating
the new proposed landscape has been provided as visual illustration.
Tesla will install five (5) Supercharger equipment cabinets and associated equipment, within an
enclosure approximately 14’ X 18’, made up of Split Faced Block CMU. The concrete masonry unit
material is highly durable, low‐ to‐ no maintenance, withstanding high heat and hurricane force winds.
The equipment enclosure will sit on a concrete slab on grade, will not be roofed and will have secured
gates for maintenance access. The enclosure will be screened by the new landscape on all sides.
Tesla will provide a utility transformer to power the Supercharger equipment and will sit just to the
south of the proposed equipment enclosure. A 3 ft “L” shaped retaining wall is proposed on the west
and south sides, providing a level grade for all electrical equipment. The retaining wall will be made of
Versa–Lok modular concrete units. The “L” shaped wall will be visually screened from N. Carroll Ave and
from Main Street by the new Dwarf Burford Holly hedge.

The charge posts are proposed to be installed on the back of curb flush with the top and screened from
view by a new Dwarf Burford Holly hedge. The charge post is aligned with the driver’s side stall line as
the vehicle backs in, for rear vehicle charging. The posts are comprised of two bollards, which provide
protection and durability. For safety, the chargers only energize when securely connected with the
vehicle.
Two (2) of the (9) back‐in stalls have been designed for Accessibility, meeting the requirements of TDLR
and Technical Memorandum 2012‐01. Informational ADA signage will be provided.
One (1) pedestrian exterior light pole and fixture is proposed to be added at the south end of the west
curb adjacent to the proposed enclosure and hedge. This light will provide a soft, down lighting onto the
charge station and parking lot only. The fixture is shielded and compliant with city night sky
requirements. The light pole and fixture will match existing parking lot lights in height, style and color.
With great benefit to Southlake Town Square, this Supercharger proposal provides Tesla customers a
superior location for 24/7 access to Supercharge their vehicles while stopping or staying in the City of
Southlake.
Existing Tesla Supercharger Stations around the Metroplex:
In response to the interest and inquiry of the Planning Commission, three existing Tesla Supercharger
stations outside of the Metroplex were identified at the Public Hearing on August 17 , 2017.
These locations were Waco, Denton and Arlington.

Waco (Bellmead):
Waco Supercharger was built with an 8/4 configuration. 4 supercharger cabinets and 8 charge posts.
The use per month over the past year is illustrated in the table below with 8 charge posts. Waco has
seen 6878 total charging sessions, averaging 575 charging sessions per month.
