Subject: Item 8A: Resolution No. 17-038, Southlake 2035 Master
Plan Committee Appointments
Action
Requested: Approval of Resolution No. 17-038, Southlake 2035 Master
Plan Committee Appointments.
Background
Information: The City Council has historically appointed committees to
work with staff to develop the various Comprehensive Plan
elements.
The purpose of this resolution is the appointment of
Committees for the following Southlake 2035 Master Plan
elements that are scheduled to begin in FY 2018:
• Health & Wellness Master Plan
• Public Art Master Plan
• Youth Master Plan
• Water, Waste Water and Storm Water Master Plan
Of the proposed plan elements above, the Health &
Wellness Master Plan and Youth Master Plan represent new
master plans for the City of Southlake. The other elements
listed above, the Public Art Master Plan and the three (3)
Water Plans represent updates to existing Southlake 2030
plans.
Staff is recommending the following Committee
assignments:

Water, Waste Water and Storm Water Master Plan
Committee
Southlake 2035 Corridor Planning Committee
During FY 2018, City staff will also continue the development
of Land Use Plan updates, which City Council has already
made appointments. The FM 1709 / FM 1938 Corridor Plan
is currently being developed by the Southlake 2035 Corridor
Planning Committee, the North / South / East / West Sector
Plans and the Consolidated Future Land Use Plan will be
developed by the Southlake 2035 Land Use Plan Committee
(Resolution 16-051), and the amendment to the Southlake
2030 Parks, Recreation & Open Space/Community Facilities
Master Plan will be developed by the Southlake 2030 Parks,
Recreation and Open Space/Community Facilities Master
Plan Amendment Committee (Resolution 17-016)
The comprehensive plan is a reflection of the community's
values and serves as a blueprint for Southlake's future. More
specifically, the comprehensive plan establishes a
framework to coordinate the city's activities and to guide the
city's decision-making for the next 20 years. As such, the
comprehensive plan and its components are updated on a
regular basis.
Financial
Consideration: There is an inherent cost savings associated with developing
many of these plan elements in house. Although certain plan
elements will include consulting work, the plans will be
drafted and carried through the development process by City
staff.
Strategic Link: The proposed resolution aligns with the City Strategy Map
under the Focus Areas "Partnerships & Volunteerism" as
well as the Corporate Objectives "C5" Promote opportunities
for partnerships and volunteer involvement and "C6"
Enhance the sense of community by providing excellent
customer service and citizen engagement opportunities.

RESOLUTION NO. 17-038
A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS,
APPOINTING THE FOLLOWING SOUTHLAKE 2035 MASTER
PLAN COMMITTEES: HEALTH & WELLNESS MASTER PLAN
COMMITTEE, PUBLIC ART MASTER PLAN COMMITTEE,
YOUTH MASTER PLAN COMMITTEE, AND THE WATER,
WASTE WATER AND STORM WATER MASTER PLAN
COMMITTEE, AND ESTABLISHING AN EFFETIVE DATE
WHEREAS, a Home Rule Charter of the City of Southlake, Texas,
was approved by the voters in a duly called Charter election on April 4,
1987; and,
WHEREAS, the Home Rule Charter, Chapter XI requires an update to
the City's comprehensive plan (Southlake 2035 Plan) every four years;
and,
WHEREAS, the City Council has determined that the various
Southlake 2035 elements will be developed by committees appointed by
City Council; and,
WHEREAS, these committees will develop plan elements that will be
presented to City Council after a recommendation from the Planning and
Zoning Commission for consideration.
WHEREAS, the motion approving this Resolution 17-038 is provided
as Exhibit "A".
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, THAT:
Section 1 . The following Southlake 2035 Committees are hereby
established:
• Health & Wellness Master Plan Committee
• Public Art Master Plan Committee
• Youth Master Plan Committee
• Water, Waste Water and Storm Water Master Plan
Committee
Section 2. All of the findings in the preamble are found to be true and
correct and the City Council hereby incorporates said
findings into the body of this resolution as if copied in their
entirety.

Section 3. The City Council hereby appoints the following members to
the various Southlake 2035 Committees:
Health & Wellness Master Plan Committee
Public Art Master Plan Committee
Southlake Arts Council
Youth Master Plan Committee
Southlake Youth Action Commission (SYAC)
Water, Waste Water and Storm Water Master Plan Committee
Southlake 2035 Corridor Planning Committee
Section 4. This resolution shall become effective after its passage and
approval by the City Council.
PASSED AND APPROVED THIS THE 19th DAY OF SEPTEMBER 2017.
