Item 4D CITY OF souTHLAIcE MEMORANDUM Item 4D September 11, 2017 To: Shana Yelverton, City Manager From: Sharen Jackson, Chief Financial Officer Subject: Resolution No. 17-037, Amending Fee Schedule Action Requested: City Council approval of Resolution No. 17-037, amending the City Fee Schedule. Background Information: Annually, the City reviews the Fee Schedule. This review allows for comments on the clarity of the schedule and to ensure the fees are appropriate in covering the administrative and maintenance costs associated with providing the services. o Administrative Services o Body Worn Camera-Texas Administrative Code establishes the fee for obtaining a copy of body worn camera recordings. $10 per recording AND $1 per full minute of body worn camera video/audio footage responsive to the request for information. o Mailing Labels of water customers-remove the fee ($45) from the schedule. The city no longer offers this service. o Building Inspection Services o Construction of Sales Office Temporary- increase the fee from $80 to $100. Temporary construction sales offices have additional conditions (landscaping, signage, etc.) resulting in multiple inspection visits. The recommended increase would assist with offsetting the additional inspection time and travel costs. o Sign Permit-Existing Commercial Building for sale/lease- add new fee $100 for a single existing sign and $200 for two or more sign locations. The proposed fee adheres to city council direction received earlier in the year. Page 2 of 5 o Water Well Permit- remove the fee ($80) from the schedule. Water well permitting is regulated by other agencies (County and State). o Planning and Development Services o There are not any recommended changes. o Fire Services o LPG (Liquefied Petroleum Gas)- remove the fees from the schedule. The Railroad Commission regulates the safe storage and transportation of gas (LPG, propane, butane, etc.). o Library Services o Materials-Extended Use- o Standardize extended use fee for all materials to $0.25 per day. o Delete items no longer available (see page 15 in the attached redlined fee schedule for specific changes) o Lost Library Card-remove fee ($2.50) from schedule. The library has very few lost cards and currently offers replacement cards free of charge to patrons who have an active Library account. o The Marg o During the August 1 , 2017 City Council meeting, staff provided a detail presentation of the recommended fees for The Marq. The presentation included proposed fee changes for Legends Hall and new fees for Champion Club. The proposed fee schedule incorporates the fees presented on August 1St (see pages 16-23 in the attached redlined fee schedule for specific changes). The proposed fee structure supports the cost recovery model included in the financial pro forma. Page 3of5 o Parks & Recreation Services o Reservations Southlake Activity Center (formerly known as Senior Center)- o Reservation Fee resident- due to the amenities offered at the facility staff is proposing to increase rental rate from $50 to $60 per hour. o Reservation Fee non-resident (new fee)- previously non-residents were not allowed to rent the space since the primary function was for the seniors. Staff is recommending a non-resident rental rate of$72 per hour. o Reservations Fields & Courts and Park Pavilions- o Staff standardized the terminology for ballfields, multi-purpose fields and sport courts. o Simplified the fee structure and removed weekday vs. weekend field preparation fees (see pages 24-26 in the attached redlined fee schedule for specific changes). o Community Events (new section and new fees)- • Community Races- Due to the popularity of 5k walks and runs in the community and the amount of staff resources required, staff is recommending a $300 flat fee to administer the process for Southlake residents/ business/ organization and $360 fee for non-Southlake residents/ business/ organizations. o Event Monitor- $30 hourly fee to have staff attend and monitor a community event not hosted or sponsored by the City. o Event Monitor (75+)- $40 hourly fee to have staff attend and monitor a community event with 75 or more people not hosted or sponsored by the City. o Food vendor permit- $100 permit for food vendors attending a community event with less than 5,000 attendees. o Food vendor permit (5,000+)- $200 permit for food vendors attending a community event with greater than 5,000 attendees Page 4 of 5 o Police Services o There are not any recommended changes. o Public Works Services o Administrative Engineering Processing- increase the fee from 2% to 3%. The fee charged to developers is designed to cover the costs of construction plan reviews performed by the city's engineers. The City utilizes a third-party to evaluate plan reviews concerning certain aspects of drawings; primarily drainage, detention and street plans. The increase would assist in covering the additional review expenses. o Electric Vehicle Charging Station (new fee)- $2 flat fee per session to offset the cost of electricity and maintenance for the charging stations located in the parking garages. o Network Node fees (new fees)- the proposed fees are aligned with the fees included in Ordinance 1178, public right-of- way management ordinance. The proposed fess are the maximum fees established during the 85th Legislative Session. o Water and Wastewater Utilities Services o Backflow Prevention Device registration (new fee)- the $20 fee is recommended to offset the cost of inspections and backflow prevention device testing. o Industrial Wastewater Discharge Permit (new fee)- the $300 fee is recommended to offset costs associated with the implementation and management of the Industrial Wastewater Discharge program. o Remove recycling bin and lid fee- the city no longer provides this service. Customers receive bins and lids directly from the provider. o Cellular Opt-Out (new fee)- the proposed $35 fee would be a reoccurring monthly fee charged to water customers who Page 5 of 5 selected/requested to opt out of the cellular meter program (eye on water). The fee would offset the monthly cost to manually read and generate water bills for the customer. Financial Considerations: The recommended fees allow the city to recoup a portion of the operational cost for providing the services. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, THAT: Section 1. That Schedule of Fees be amended per the attached City of Southlake Fee Schedule. Section 2. That this resolution shall be cumulative of all provisions of Resolution No. 16-026 of the City of Southlake, Texas, except where the provisions of this resolution are in direct conflict with provisions of such resolution, in which event the conflicting provisions of such resolution are hereby repealed. Section 3. That the fees established herein shall be effective upon passage of this Resolution and shall take precedence over any fees previously adopted which are in conflict herewith.
