Approval of Facilities Utilization Agreements

Items 4D, 4E, 4F and 4G will consider Facilities Utilization Agreements with Southlake Carroll Lacrosse Association, Grapevine Southlake Soccer Association, Southlake Baseball Association
and the Miracle League of Southlake.

Requested Action
Based on recommendations by the City Council and Parks & Recreation Board Joint Athletics Task Force in coordination with the Parks & Recreation Board and meetings with representatives
from the sports associations in late 2015 and early 2016 to discuss the athletic programs, the proposed Facilities Utilization Agreements are presented tonight for City Council approval.

As a Reminder….
The City coordinates with various youth sports associations to offer a variety of athletic programs through the arrangement referred to as a facilities utilization agreement
(FUA).
We hold Separate agreements with each youth athletic organization participating in the use of City-owned fields and facilities.
Proposed FUAs have been updated to include the
approved “Policy for Provision of Athletic Facilities.”

FUA Revisions
Proposed FUAs are revised to accommodate the new “Policy for the Provisions of Athletic Facilities” (Exhibit A)
The “Policy for the Provision of Athletic Facilities,” developed by staff based on the feedback and direction provided by City Council, the Athletics Task Force and the Parks and Recreation
Board is incorporated into the FUAs as Exhibit A. The Policy was approved by City Council on June 21, 2016.
The Policy was discussed and recommended by the Athletics Task Force at
a meeting held June 1, 2016, and the Parks & Recreation Board recommended the approval of the policy (5-0) at their June 6, 2016 meeting.
Updated versions of the FUA are being executed
with all of the sports associations to manage athletic association’s use of City athletic field space.

Field
Maintenance Fees
Southlake Resident $12 per player, per season
Non-Resident $17 per player, per season
FUA Term & Fees
If approved, the proposed FUAs with SCLA and GSSA are for a 2-yr term, from Sept 1, 2016 through Dec 31, 2018; the proposed FUAs with SBA and MLS are for 1-yr term, Sept 1, 2016 through
December 31, 2017.
Maintenance Fees agreed upon by representatives from each of the associations are $12 per player Southlake Resident and $17 per player Non-Resident for SCLA and
SBA.
Specific to the MLS agreement is a provision to waive required field maintenance fees for the MLS program. City Council approved April 16, 2013 to waive the City’s field maintenance
fees for MLS.
Specific to the GSSA agreement is a provision to waive required field maintenance fees for non-residents. Unlike other associations, GSSA works with both the City of
Southlake and the City of Grapevine to provide soccer to the youth. As part of this co-operative the City of Southlake will only charge for Southlake Residents.
The Field Maintenance
Fees assist the City with offsetting a portion of the maintenance and operations costs.
