Madam Mayor and members of the City Council: The purpose of this item is to approve Resolution No. 16-045, approving State Homeland Security Program grant award 3033901.

Necessity for the State Homeland Security Program
We have hundreds of volunteers that support the City of Southlake under the DPS umbrella.
There are limited resources for supporting volunteers.
Grant purchases benefit all DPS volunteer
programs and elevate safety and security.
The City of Southlake has multiple volunteer programs under DPS including Mounted Patrol, Citizens on Patrol, Volunteers in Police Service, Fire Rehab, and Community Emergency Response
Team. These volunteers provide countless volunteer hours for the City and performing multiple roles while utilizing the equipment we provide for them. The State Homeland Security Program
allows us to elevate our volunteer programs by providing resources and capabilities our volunteers don’t have or by replacing aging resources that have lost functionality.

State Homeland Security Program Overview

New process requires City Council approval of all State Homeland Security Program
funds
Our award for FY16 is $2,845.00 and we have received $14,070.83 since 2009.
The City of Southlake has participated in State Homeland Security Program grants for many years and to date we have received just over $14,000 through this program. Our current project
award is for $2,845.00.
The program changed in 2015 when the Office of the Governor began administering the grant. The new process requires that the grant is adopted by our City’s elected
leadership to provide greater transparency and oversight of State Homeland Security Program grants.
The grant is managed through a project management plan developed by the Office of
Emergency Management. This plan was approved as part of our initial grant application and has an aggressive timeline that completes all grant deliverables nine months ahead of any mandated
deadlines.

The State Homeland Security Program allows us to provide additional resources for our DPS volunteers with no additional cost to the City. These resources are available to the City as
a whole, but also allow us to help our regional partners when they need resources. This grant project will allow us to purchase a credentialing system that will allow us to easily credential
DPS volunteers for any assignment.

Financial Impact
There is no financial impact associated with this action.
Accepting grant award 3033901 through the State Homeland Security Program does not commit the City of Southlake to any financial obligations now or in the future; to the contrary, the
resolution continues the tradition of identifying and acquiring alternative funding mechanisms.
