SUPERCHARGER STATION NARRATIVE Tesla is a US based company that fully designs and manufactures the world’s leading electric vehicles. To date, Tesla has delivered more than 200,000 cars across North America, Europe, and Asia. In our mission to accelerate the adoption of electric vehicles, Tesla has deployed a fast-charging solution called the Supercharger. Superchargers are connectors that charge a Tesla in minutes instead of hours and are strategically built to minimize stops during long distance travel. Supercharger stations are conveniently located along well-traveled highways and each station contains multiple Superchargers to help drivers get back on the road quickly. Today, over 2,600 Superchargers are installed at over 350 locations in North America, with over 820 locations and 5,000 Superchargers worldwide. Tesla vehicles are 100% electric with range capability of up to 335 miles on a single charge. Supercharger stations are available to Tesla customers 24 hours a day, 7 days a week. The Station does not require any attendants or employees and access to the charging stations is via existing roads, parking stalls and sidewalks around the proposed site. Because of the robust range, Tesla’s are ideal for road trips and daily driving alike. The process of Supercharging is very easy: customers are directed to recharge at a Supercharger via the in-car navigation, pull into a parking stall with a Tesla charging cable, and plug in. The average charge session is around 35 minutes, with cars fully charged in about 1 hour if the battery is near empty. While the car charges, Tesla owners heavily patronize local businesses to show their support for hosting a Supercharger station. To maximize efficiency and minimize impact, the car alerts its owner through their cell phone once charging is complete. CASE NO: ZA17-052 TX028 SOUTHLAKE SOUTHLAKE TOWN SQUARE TX028 SOUTHLAKE – PROJECT PROPOSAL Tesla Motors respectfully submits to the City of Southlake a proposal to locate an unmanned Electric Vehicle Supercharger Station at Southlake Town Square, primary address of 1560 E Southlake Blvd, Southlake, TX 76092. The proposed site location is 261 N. Carroll Ave assigned by the City of Southlake as part of the preliminary review. The existing parking lot at this address pertains to The Container Store, and is mid-way between Prospect Street and Main Street. Tesla proposes to modify the west perimeter parking aisle, of the existing parking lot, north of the retail building, south of Prospect Street. Tesla’s proposal will have minimal impact to parking circulation and meet all parking stall dimension requirements. The total parking count for Southlake Town Square is 5283. The (10) planned charge stations do not exceed 10% of the total number of parking spaces. This proposed setting provides patrons the opportunity to shop and dine while their vehicle is charging. Premium amenities and a willing property owner interested in providing this innovative service and technology makes this a supreme location. Tesla will modify 11 parking spaces to create (9) back-in stalls and (1) pull-in stall. Each parking stall will be equipped with a Supercharger post and an informational parking sign measuring 12” X 18” identifying the electric vehicle charging stall. Nine (9) charge posts are proposed to be placed at the back side of the west parking curb to accommodate back-in charging. Ten (10) non-illuminated informational signs will be positioned at the back side of curb, centered with each stall and will stand 72” from grade. One (1) charge post will be placed on the east end of the south parking curb adjacent to the proposed enclosure to provide opportunity for pull-in charging. The Supercharger post stands approximately 67” from grade, and is proposed to be installed on the back of curb flush with the top. The charger post is aligned with the driver’s side stall line as the vehicle backs in, for rear vehicle charging. The branded Supercharger post is dimly lit and is clean and simple in appearance. This allows for the post to blend-in with most environments. The post is comprised of two bollards, which provides protection and durability. For safety, the post only energizes when securely connected with the vehicle. Two of the (9) back-in stalls have been designed for Accessibility, meeting the requirements of TDLR and Technical Memorandum 2012-01. The proposed charging stalls meet or exceed the TDLR dimension requirements and provide clear space for unobstructed access for vehicle charging. The 36” accessible routes are marked with white stripes on both sides of the charging stall. The Supercharger posts comply with TDLR and federal guidelines for height and forward reach requirements. Informational ADA signage will be provided. One (1) pedestrian exterior light pole and fixture is proposed to be added at the south end of the west curb adjacent to the proposed enclosure. This light will softly illuminate vehicle charging stalls and access to stores. The light pole and fixture are proposed to match the other existing parking lot light poles. CASE NO: ZA17-052 TX028 SOUTHLAKE SOUTHLAKE TOWN SQUARE Tesla will install five (5) Supercharger equipment cabinets and associated equipment, within a 14’ X 18’ TREX composite fence enclosure to be located in the grass area to the south of the proposed station. The fence stands 8 feet tall. The composite fence material is high performance, made to last. It never requires painting or staining and resists insects and rot. The durable material withstands high heat and hurricane force winds. The equipment enclosure will sit on a concrete slab on grade, will not be roofed and will have secured gates for maintenance access. Tesla will provide a utility transformer to power the Supercharger equipment just to the south of the proposed equipment enclosure. Tesla will install a new 3 ft. “L” shaped retaining wall along the west end of the equipment enclosure and utility transformer, as well as on the south end. The retaining wall will be made of Versa–Lok modular concrete units. The “L” shaped wall will provide visual screening to the transformer and TREX enclosure from N. Carroll Ave and from Main Street. The hedge row (approx. 145 feet) removed for the installation of the Supercharger posts will be replaced. Twenty-one (21) additional bushes (Hedge row) will be added in front of the proposed retaining wall on the west and south sides of the equipment area. An additional (6) bushes will be planted to screen the transformer from the parking lot area view. A photosim illustrating the proposed landscape has been provided as a visual aid. All landscape removed as a result of this proposal will be replaced in like size and type. With minimal impact to the primary permitted use, as well as to the parking count and configuration, this proposal provides Tesla customers 24/7 access to shop, dine, and stay in the City of Southlake. The ease of access to and from transportation corridors via existing roads and driveways makes the location superior. The setting and exceptional amenities makes this proposal a win-win - ideal for TESLA customers and great for the local Southlake economy. CASE NO: ZA17-052 TX028 SOUTHLAKE SOUTHLAKE TOWN SQUARE City of Southlake Municipal Code (Applicable Standards) Chapter 45.20 (Specific Regulation for Electric Vehicle Charging Stations) 1. Electric vehicle charging equipment may only be installed when accessory to the primary permitted use. Tesla’s proposal has minimal impact to the primary permitted use and is an acceptable accessory use. 2. No more than 10% of the total number of required parking spaces may be designated as electric vehicle charging spaces. The (10) proposed charge stations do not exceed 10% of the total number of parking spaces. The total parking count for Southlake Town Square is 5283. 3. Each charging space shall be posted with signage indicating the space is only for electric vehicle charging purposes. Days and hours of operations shall be included if time limits or tow away provisions are to be enforced by the owner. Information identifying voltage and amperage levels or safety information must be posted. All signage must be approved as part of the Specific Use Permit. All signage is included as part of the proposed plan set and indicate that spaces are for electric vehicle charging purposes. Access to the charging station is available 24 hours a day, 7 days a week. The charge post is energized only while the vehicle is connected. 4. Design should be appropriate to the location and use. Facilities should be able to be readily identified by electric vehicle drivers but blend into the surrounding landscape/architecture for compatibility with the character and use of the site. Tesla charge facilities are readily identifiable by their branded high quality design, softly illuminated glow, and pleasing visual lines. 5. Equipment shall be located so as not to impede pedestrian travel, create trip hazards on sidewalks or interfere with accessibility requirements. Tesla’s proposal stays clear of pedestrian access ways and sidewalks. The site design is free of trip hazards and complies with all accessibility requirements. 6. Regulation for the electric vehicle charging equipment and spaces shall be established in the Specific Use Permit. These regulations may include but are not limited to location; size of equipment; signage, including directional signage, if any; and lighting, if any. Tesla submits to the City of Southlake for consideration and regulation by Special Use Permit, a proposal to include site location, site design, equipment, equipment enclosure, retaining wall, signage, lighting and landscaping (remove/replace and added). Tesla shall comply with Section 45.20 - Regulations Specific to Electric Vehicle Charging Stations. CASE NO: ZA17-052
