Subject: Approve Professional Services Agreement with Deltatek
Engineering for repair and repainting of the 5 Million Gallon
(MG) Pearson Ground Storage Tank #2 (GST) located near the

corner of Pearson Lane and Southlake Boulevard in an amount not
to exceed $82,237.
Background
Information: The Pearson Ground Storage Tanks (GST) site is located at Pump
Station No. 1 near the northeast corner of Pearson Lane and
Southlake Boulevard (FM1709). The site encompasses two 5
Million Gallon (MG) steel tanks built in 1996. Tanks are painted
periodically as preventive maintenance to prevent corrosion of the
steel (rusting) and oxidation of the paint (discoloration).
In 2008, the exterior of GST #1 (west tank) and the interior of GST
#2 (east tank) were painted and limited repairs were performed. In
2015, repainting of the interior and exterior of GST #1 and exterior
of GST #2 tanks was planned; however, problems arose regarding
the work and the original contract was terminated. Only GST #1
painting was completed, while all work related to GST #2 was
suspended due to the onset of peak water demand season and
need for additional funding. The current proposal is to paint the
interior and exterior of GST #2 while it is offline since the previously
applied interior paint is approaching its lifetime. This would avert
taking the tank offline again in the coming years.
Deltatek Engineering has worked with the City for similar work and
has performed well in the past. The scope with Deltatek
Engineering includes the preparation of plans, specifications and
estimates required for solicitation. Services during bidding and
construction, quality assurance and testing are also included in the

scope of work and part of the proposal. The proposed schedule is
to complete the design and solicitation by the end of October 2017.

The repairs and painting of the tank are anticipated to begin early
November 2017 and be completed by the end of March 2018. This
construction time frame is typically the period when water
consumption is the lowest in the City of Southlake. Therefore,
adverse impacts to the customer base will be avoided.
Financial
Considerations: Funding for the engineering design of this project is available in
Capital Improvements Program Utility Fund. Additional funds
required for construction are being requested in the FY 2018
budget submission
Strategic Link: The approval of this Professional Services Agreement links to the
City's strategy map relative to the focus area of Infrastructure. The
specific corporate objective that is met by this contract is to provide
and maintain high quality public assets.

Board Review: N/A
Legal Review: The standard Professional Services Agreement has been
previously reviewed by the City Attorney.
Alternatives: The City Council may approve or deny the Professional Services
Agreement with Deltatek Engineering for the repair and repainting
of the Pearson Ground Storage Tank #2.
