FORUM SUMMARY:
Property Situation:
• Northeast corner of N. White Chapel Blvd. and SH 114
Development Details:
• Concept plan has been revised since the Corridor Planning Committee meeting back in
January
• Looked at multiple studies and plans by the City, and planned around that vision for this
site (2025, 2030, etc.)
• Wanted to deliver a unique customer experience. Desired:
o Chef driven restaurants, incubator restaurants, specialty retail, health and
wellness, potential culinary school, boutique and unique hotels as well as full
service, health and medical, support office
• Huge focus on preserving trees. Southern half of property is covered with trees. The
design will allow for a lot of trees to be saved. When developed the area will look
established
• The previous plan called for a vast area of surface parking
• Proposing parking structures to help save trees
• Want the development to be safe and pedestrian friendly
• No vehicle access onto from the development into the residential side—there are a
couple of driveways onto Riviera that will only be fire access —will not be for vehicles
that are shopping and dining in this location
• Looking at valet/trolley stops at three locations so that there is not as much congestion
- looking to take people into Verizon, TD Ameritrade, Gateway, etc.
• Looking to add the City's library to the project
o Have a connection bridge that goes into the parking garage that you can have
covered walking all the way from the garage into the library
o Study mentioned wanting views from the inside out and the outside in and very
convenient access
o Library study said the library should create a physical identity for the City - think
this could be another iconic-type structure
• Not looking to compete with Town Square
• Retail spaces not designed for national retailers. 60-70% of activity will be food driven
• Believe there is an opportunity to incubate some smaller chefs, newer restaurants
• Want to make sure this is artisanal, the farm to table concept; farmers market
• Project has to be multi-generational, welcoming to children
• Divided the park into two areas:
o Eastern half is more residential in terms of quiet space - more of a passive
portion of the park
o Active portion of the park is the west by the restaurants - have trees that block
activity from the residents
• Districts: Piazza, Boulevard, Terrace, Grand Hotel + Wellness Center, Library, Parc
• Will be a lot of attention paid to the first 14-18 feed at the pedestrian level for the shop
entrances
o Stoops, flowers
o Specialty signs part of an overall sign package that goes with the entire
development
• Want the bell towers to be working
• Boulevard district will be retailers - if there are national chains they would be here
• Hotel would be approximately 200 rooms, full service, with all rooms facing the park
o Parking garage will be screened on SH 114 by retail
• Outside opportunities at the library, looking out over the park
• The Parc - passive areas with pathways all the way through
o Fountain is not intended to be a deep fountain, but rather something that could
be played in, like a surface bubbler
o Retaining walls may act as benches in the park
o Park is almost two football fields long from restaurants to residents (almost 8
acres of park land)
• Timeline: possibly go to P&Z on September 21, City Council first reading October 3rd
and second reading on October 17
o Look to be through the City Council process mid-to-late October
o Phase I (probable) - library, bridge, salon, office building, two restaurants,
boutique hotel, maybe one arm of Piazza buildings, some of the garages, Parc
■ It is quite possible phase I could expand based on the interest
■ Will probably sell off the residential piece to residential builders
• Possible there could be some national retailers, would be selective
• Have tried to reach out to every part of the community, would love to see a Chamber of
Commerce office here with CVB to enhance tourism opportunities and bring in tax
dollars —70% of the taxes spent are paid by people outside the City of Southlake
• Have had discussions with the school district - will have positive impact on schools
o Have talked about educational venues inside the library on the second floor -
possibly have an observatory in the library

QUESTIONS/ CONCERNS:
• Glad it will not be sold off- more than what we expected
o We heard the feedback from the residents
• How much is that going to benefit Southlake as far as what they would be paid, and how
much would it reduce taxes?
o Do not know how much your taxes would be reduced; will generate tens of
millions of dollars in revenue to the city
• Egress - Are you going to widen White Chapel?
o Will be 4-lane divided
• Will construction vehicles be there 24/7?
o No
• Hours of operation for construction vehicles?
o Will work hours of operation with the City - most construction vehicles will be on
the site, not on the road
• How will you get construction materials to site?
o Most vehicles will be coming from SH 114
• How will those on White Chapel be compensated for loss of property valuations?
• What will wages be of those employed?
o Cannot answer how much the salaries are going to be — It is going to be retail but
there will also be office buildings, City staff, hotels
• What type/ how much security will be necessary for this project and how will it be paid
for?
o Security will be paid for by the development and the developments in there—
there will be security cameras inside the parking garages, similar to Town Square
• Just from looking at it you are losing 50 —60% of the trees that are there
o On a 42 acre site don't know any other developer that is going to save 8 acres of
trees
• Hard to get to the library - egress issues
o There are about 6 entrances and exits to the library
• Think it is fabulous to move the library to someplace where you can have outdoor space,
with activities for the kids; excited, great asset to that part of town
• Are you going to keep the Carillon sign on corner of White Chapel / 114?
o Yes
• Large parcel west of White Chapel —any plans for tying that parcel into this plan?
o Don't know that we can afford the other site now. Only focusing on 42 acres of a
total 53 acres right now with this plan
• Green roofs where they are growing vegetables, where the food goes from the rooftop
into the restaurant— could that be considered or is it too late in the planning?
o Never too late in a plan until we actually start construction and even then there
are opportunities - chef is big into the farm to table and doing a lot of creative
things along those lines. Will have actual true butchers. Those are the kind of
things we will need to do to differentiate ourselves

o Took trip down to the Pearl in San Antonio where the Culinary Institute of
America is - immediately outside of the school there is a kiosk where people can
taste the food -want to make that part of this entire development
• Many bought because of the retail portion of Carillon —this is a beautiful vision
