Chivers No. 299 Addition, an addition to the City of Southlake, Tarrant County, Texas and located at 1200 N. Carroll Ave., Southlake, Texas. Current Zoning: “S-P-1” Detailed Site Plan District. SPIN Neighborhood #3. DETAILS: The property is located at the northwest corner of N. Carroll Ave. and E. Highland St. The applicant is requesting approval of a Plat Revision for Lots 12R1 and 12R2, A. H. Chivers No. 299 Addition to divide the existing Lot 12, A. H. Chivers No. 299 Addition into two lots that conform to the approved Zoning Change and Site Plan for Kirkwood Crossing. A Zoning Change and Site Plan for Kirkwood Crossing from “AG” Agricultural District to “S-P-1” Detailed Site Plan District to develop two one-story office buildings on approximately 0.89 acres was approved by City Council on November 18, 2014. The first phase, which consists of a general office building with approximately 3,200 square feet of floor area, is currently under construction. The second phase will consist of an approximately 3,80 2 square foot medical office building. The site was not served by City sewer when the development was originally approved, so the property was platted as one lot until such time that City sewer is extended to the property. City sewer is currently under construction to serve both of the proposed lots and it should be completed by September 2017. Chivers No. 299 Addition LAND USE CATEGORY: Mixed Use CURRENT ZONING: “S-P-1” Detailed Site Plan District HISTORY: - The property was annexed into the City in 1957 and given the “AG” Agricultural District zoning designation. - A previous home on the property was built in 1963 and demolished prior to the current construction on the property. - A Zoning Change and Site Plan for Kirkwood Crossing (ZA14 -119) from “AG” Agricultural District to “S-P-1” Detailed Site Plan District to develop two one-story office buildings on approximately 0.89 acres was approved November18, 2014. A Plat Showing for Lot 12, A.H. Chivers No. 299 Addition (ZA15 -006) was approved January 26, 2015 and filed June 1, 2017. PATHWAYS / SIDEWALK PLAN: The Pathways Plan shows a < 8-foot sidewalk on the north side of E. Highland St. and the west side of N. Carroll Ave. A 6’ sidewalk has been constructed along E. Highland St. and a 5’ sidewalk has been constructed along N. Carroll Ave. with Phase I of the development. TREE PRESERVATION: A Tree Conservation Plan was approved with the zon ing change and site plan for Kirkwood Crossing (ZA14-119). Construction of a City sewer line that will serve the property is under construction. City sewer must be extended to serve both of the proposed lots prior to the plat revision being fil ed with Tarrant County. Tree Conservation/Landscape Review TREE CONSERVATION COMMENTS: * A Tree Conservation Plan was approved with the zoning change and site plan for Kirkwood Crossing (ZA14-119). Public Works/Engineering Review GENERAL COMMENTS: 1. A City Sanitary Sewer main is under construction to serve the property. Sewer service may no t be available for another one to two months from the date of this review. 2. Drainage was altered during construction of the site near the southeast corner of the property. Runoff is now directed to the site through the sidewalk culvert. A Drainage Easement needs to be extended to encompass this. Please contact the Design Engineer Deotte Inc. regarding the changes. Case No. Attachment C ZA17-056 Page 2 ============= The following should be informational comments only ==================== * It appears this property lies within the 65 'LDN D/FW Regional Airport Overlay Zone, requiring construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No. 479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records. * All plats filed must have an original signed and stamped Tax Certificate submitted with it from each taxing unit with jurisdiction of the real property, indicating that no delinquent taxes are owed and that taxes for the current year have been paid. After September 1st, a certificate showing that the taxes for that year are paid, but that the taxes for the upcoming year have yet to be calculated is required. (House Bills 1563 & 3101). A copy of this information may be obtained from the Tarrant County Tax Assessor/Collector’s Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). The applicant is encouraged to review the City of Fort Worth's assessment and collection of Impact Fees Guide to determine the fee amount. * For Tarrant County filing, original signatures and seals will be required on one blackline mylar and one blackline paper copy prior to filing the plat. The mylar and paper copies will not be accepted if any erasures or original ink, other than signatures or seals, appear on the plat. * A Developers Agreement is required prior to construction of any public infrastructure.
