Honorable Mayor and members of the City Council. This is Human Resources Director Stacey Black and I will be presenting Item 4I for the August 1, 2017 City Council meeting.

Purpose
Appoint Carol Ann Borges as City Secretary and Approve an Employment Agreement with the City Secretary.
The purpose of this item is to request City Council appointment of a Carol Ann Borges as City Secretary and approval of an employment agreement with her.

Appointment of a new City Secretary aligns to the City strategy under the focus area of Performance Management and Service Delivery and specifically to the corporate business objective
to attract, develop and retain a skilled workforce.

Charter Requirements
“The Council shall appoint a City Secretary who shall report to the Council and act as the Secretary to the Council and shall hold office at the pleasure of the Council.”
Chapter 4 of the City of Southlake Charter states that “The Council shall appoint a City Secretary who shall report to the Council and act as the Secretary to the Council and shall hold
office at the pleasure of the Council. ”

Background
Former City Secretary Lori Payne announced her retirement earlier this year and it was effective July 22, 2017.
This created a vacancy for City Council to fill. City Council discussed
the selection process for a new City Secretary during Executive Session at the June 20, 2017 City Council meeting.
And ultimately expressed their desire hire current Deputy City Secretary
Carol Ann Borges for the position. At that same meeting, City Council met with Ms. Borges during executive session to discuss her appointment as City Secretary and, pending City Council
appointment, she has accepted the offer.

Agreement
As a result of the discussion during executive session, City Council directed staff to prepare an employment agreement with Ms. Borges for consideration at the August 1, 2017 City Council
meeting. The proposed contract includes a
Term of August 1, 2017 through December 31, 2017;
Annual salary of $83,881.00, which is approximately 5% above Ms. Borges’ current salary.
Annual
car allowance of $4,000;
Annual cell phone allowance of $1,200;
City payment of City Secretary’s contribution to the City’s retirement program, TMRS;
Benefits afforded to all City employees;
Dues
for professional memberships; and
Registration and travel costs for professional development.

Financial Considerations
The proposed City Secretary Employment Agreement is a lower salary than the former City Secretary and the benefits remain unchanged, resulting in no budget impact

Staff recommends City Council appoint Carol Ann Borges as City Secretary and approve an Employment Agreement with Ms. Borges
Staff recommends City Council appoint Carol Ann Borges as City Secretary effective August 1, 2017 and approve an Employment Agreement with Ms. Borges.
