station on property located at the southwest corner of E. State Highway
114 and Village Center Dr. and addressed as 300 Village Center Dr.
5. Southlake 2035 Land Use Plan – Development of the State Highway 114
Sector Plan.

MEETING
OVERVIEW:
On March 22, 2017 the Southlake 2035 Corridor Planning Committee
held their ninth meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted and the meeting time was advertised on the
City’s website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #3 DISCUSSION – SH 114 & N. White Chapel Office:
Staff made presentation to the Committee
Questions for Staff by the Committee
Q: Is the hard corner C-2 (zoning)?
A: The whole corner is C-2
Skip Blake, representing the project, made a presentation to the Committee. The
following includes comments by the presenter and other representatives of the
project:
o Would be creating a legitimate drive rather than a temporary drive
o Partners interested in developing the project would take 20,000 feet, already
leased out this space
o As part of landscape percentage would like to create detention pond with active
fountain
o Rendering is a style of a building, not the final look of the building
o Will create more of a hierarchy on the corner
Questions for the Applicant by the Committee
Q: Tilt up?
A: Have heard some concerns about tilt ups along 114 - want more direction about
construction materials. Will not try to force
Q: Envision a facade so you don't see the parking lot under?
A: Would look like it was the first floor of the building
Q: What drives decision with first floor parking or not?
A: Parking does get expensive for underneath parking spaces
RESPONSE BY COMMITTEE: Will need to make this decision before City Council
Q: Have you looked at how this will fit into Tree Preservation Ordinance?
A: Not yet in detail
Q: What is the topography? (for the retention pond)
A: About a six-foot drop
Q: Coming in as an S-P-1?
A: Yes, can adjust parking ratios, height - still discussing planting northwest pieces
off so they can be sold later; this is being discussed as part of the project

Q: Share parking with animal hospital?
A: No - Once we get sewer he wants to build larger building
Q: Dumpster on the northwest? To service the whole lot?
A: Yes
RESPONSE BY COMMITTEE: Tend to be sensitive to pushing dumpsters to
someone else's property
Comments by the Committee
o Too much parking - does not seem like much green space
RESPONSE BY APPLICANT: Will see when colored in
o Doesn't look like trees on edge will survive
o Cross-access easement needs to be added
RESPONSE BY APPLICANT: No opposition to that
o The more you can hide parking the better we feel about it
o Concern about look of the building, surface parking
o Quality of building materials, façade
RESPONSE BY APPLICANT: Want it to be class A office
RESPONSE BY COMMITTEE: Hopefully the bar has been raised - this helps
everybody
o Save as many trees as you can save
