Southlake 2035 Corridor Planning Committee Item #4 – Kroger Fuel Station Meeting #9 – March 22, 2017 Page 2 MEETING OVERVIEW: On March 22, 2017 the Southlake 2035 Corridor Planning Committee held their ninth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #4 – Kroger Fuel Station Meeting #9 – March 22, 2017 Page 3 ITEM #4 DISCUSSION – Kroger Fuel Station:  Staff made presentation to the Committee  Questions for Staff by the Committee Q: This is a C-3 with an SUP and variances A: Typically this is permitted in the district with approval of an SUP STAFF RESPONSE: Zoning Administrator will need to make a determination of whether this is a building Q: Because they are zoned C-3, nothing is tied to the development? A: Right now this is part of the Home Depot Lot - development would need to meet C-3 regulations and SUP requirements for a fuel station Q: Want to understand what someone could do there A: Is possible they could modify what is in the Home Depot lot  Questions for Applicant by the Committee Q: Why do you want to go there and take that open area, is that unusable? A: More just maneuvering more than anything Q: What does that mean, you are restricted? A: Through the legal agreements filed with the county, we are res tricted Q: Why would they put a fuel station here when there is one next door? A: Focus is customer - trying to drive the fuel reward program  A representative of the project made a presentation to the Committee. The following includes comments by the presenter and other representatives of the project: o Roof was what we had in our tool bag, can comply and will not need variance o Have done a parking count ratio verification - sounds like this was built prior to zoning and there have been some zoning changes since o Right now the existing impervious area for the entire Home Depot parcel is 83% and the ordinance calls for 75% o Went out and physically counted each one and it was 583 parking spaces, were allowed 609 according to the recorded plat o Looking at tree preservation - would save the one oak tree that is there o Have not gone out and done a survey - assume about 6 foot of fall from paving RESPONSE BY COMMITTEE: Are you dealing with Home Depot as the seller?
