MEETING OVERVIEW: On February 15, 2017 the Southlake 2035 Corridor Planning Committee held their eighth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, Southlake 2035 Corridor Planning Committee Item #3 – SH 114 Sector Plan Meeting #8 – February 15, 2017 Page 2 City staff, and any attendees of the meeting. This was the eighth meeting of the Southlake 2035 Corridor Planning Committee, however, this meeting served as the second meeting for this Committee in terms of the 2035 Land Use Plan. The Southlake 2035 Corridor Planning Committee will provide oversight and help develop the following sector plans as part of Southlake 2035: 1. SH 114 Plan 2. FM 1709 Plan 3. FM 1938 Plan The SH 114 Sector Plan functions as the first land use plan element that will be developed as part of Southlake 2035. Southlake 2035 Corridor Planning Committee Item #3 – SH 114 Sector Plan Meeting #8 – February 15, 2017 Page 3 ITEM #3 DISCUSSION –Southlake 2035 Land Use Plan (Development of the State Highway 114 Sector Plan): • Staff made presentation to the Committee • Ken Baker provided an overview of the MXD studies which informed the Southlake 2035 Economic Development Master Plan • David Jones provided an overview of the proposed Visions, Goals and Objectives (VGO) for Southlake 2035. The items immediately below represent Committee comments regarding the proposed (VGO): o Regarding Objective 1.13 -- is there any language in VGO to discuss ROW with City funds? o Think trees in diamond estates are good but the back part... o Should language be focused on major thoroughfares? RESPONSE BY STAFF: Can add some language and bring back at the next meeting o Regarding Objective 3.6 – are we expanding that language anywhere else? There is a subcommittee that is working on bicycle items, how is that incorporated into this? RESPONSE BY STAFF: Approach will be through education materials. We can take a look at enhancing the educational component o Regarding Objective 11.1 -- what type of destination? Should it be a further description? Luxury destination? Specify? What does that really mean? Competitors coming online o Have a marketing campaign focused on lifestyle, "perfect" RESPONSE BY STAFF: We will modify with some of the comments from the committee and bring it back at the next meeting. VGO will be sent forward through the process (P&Z / City Council) to provide feedback. Can talk to Community Services Director Chris Tribble about objectives related to parks and natural assets • David Jones reviewed some of the recommendations from the 2030 Corridor Plan and a few broader 2030 recommendations applicable to the SH 114 Corridor (presentation at the back of this meeting report). The comments below represent feedback/questions from the Committee: o We are less than two years away from a rail station in Grapevine o How do we get office access to the rail station in Grapevine? Southlake 2035 Corridor Planning Committee Item #3 – SH 114 Sector Plan Meeting #8 – February 15, 2017 Page 4 o Should explore transit access options o Cannot use express lane because you cannot get off on Main St. o Could be a commuter bus we use Hotel Tax for o Encourage a place for a station in the Land Use Plan RESPONSE BY STAFF: Short term as part of the Mobility Plan a recommendation is to look at alternative transportation modes. Have enough talked about a gondola system. Forming a public-private partnership to provide shuttle service to the (rail) station may be something we want to explore in this study. Land Use Plan formulation is a great time to also identify mobility (and other) plans. Can use land use plans to identify and memorialize recommendations for other future plans such as the Parks Plan, Mobility Plan, Sustainability Plan o Regarding the corporate corridor along Kirkwood Blvd: Are you considering where it will end? Gaps where undeveloped tracts are RESPONSE BY STAFF: That will be our primary corporate campus, want to show it off so we need to come up with almost an urban design plan for that corridor while protecting adjacent residential uses and add value to the area o Carillon Small Area Plan: How does this committee move forward on this Carillon point? Have a distant but very real proposal. What do you mean by small area plan? RESPONSE BY STAFF: Concept plan coming forward reflects desires of the community. May not have to do a small area plan. Did a small area plan for Park Village and the Prade / Rucker Property. That is where the idea for the fountain, walkable environment came from. We saw dividends from that small area plan where we provided details and developer conceptually matched those. Thought we needed to conceptually come up with plan for Carillon, but new group taking ownership of Carillon may lead to this before the committee could get to it RESPONSE BY COMMITTEE: May need to think about this area of the plan proposal does NOT move forward RESPONSE BY COMMITTEE: How specific do you get in these plans? RESPONSE BY STAFF: Very conceptual in nature. Talked about a substantial corner feature for Park Village. Not to the Site Plan level. Developing plans for a large project proposal can be expensive; you know that you have a chance to get through the entitlement process if you are consistent with the small area plan RESPONSE BY COMMITTEE: Conceptually it is a great idea. A lot of work on the front end. Gives the developer information RESPONSE BY COMMITTEE: Southlake 2035 Corridor Planning Committee Item #3 – SH 114 Sector Plan Meeting #8 – February 15, 2017 Page 5 If there is a first and second reading on a deal and someone keeps tabling and tabling, that's the whole process. Then if you have to re-notice instead of all that deliberation, try to avoid all that on the front end o Regarding recommendation #8 (right of first refusal), would not cost much money. o Is there room for a turnaround at SH 114 / Kirkwood bridge? RESPONSE BY STAFF: Looking at a Texas Turnaround with the frontage road project. Will have to acquire property to get frontage road RESPONSE BY COMMITTEE: Acquire property and donate to TXDOT? RESPONSE BY STAFF: Easier to acquire property directly and donate to TXDOT o Regarding massing study recommendation: When did campus style office development evolve into scale that involved big, tall buildings. Not what we had many years ago RESPONSE BY STAFF: What we were seeing along SH 114 were the one-offs, doctor buildings, and the fear was the garden office would eat up the corridor and with the widening of SH 114 the positioning was such to ensure that development was to the appropriate scale. RESPONSE BY COMMITTEE: Is there a limit to the height? RESPONSE BY STAFF: Six (6) stories, 90 feet RESPONSE BY COMMITTEE: Think about what we want there. RESPONSE BY STAFF: May need to be better defined RESPONSE BY COMMITTEE: May need to talk more about that. The higher uses to the less intense uses as you move north. May want that on corners, maybe not a row of high rise, but you are possibly going to need multi-tenant, not the garden kind, but not the corporate. Discussion needs to evolve into where we would find those taller buildings. The tone of things is how to encourage institutional quality RESPONSE BY COMMITTEE: Think about what districts do we want it. Want it on 114? Don't want to see us create a canyon RESPONSE BY COMMITTEE: Idea of putting campuses, need to explore. Can showcase with the right type of amenities, lighting. Paying for parking, city participation. What we are talking about here needs to be paralleled with ED. We have been patient this long, and we can continue to be patient to get what we want o Regarding empty nester strategy recommendation: Aren't more people staying? RESPONSE BY STAFF: Average family size has dropped in the past 10 years • RESPONSE BY COMMITTEE: Trying to keep empty nesters in Southlake? • RESPONSE BY STAFF: What is the city's strategy and policy...when you think of the city's parks are they active parks or passive parks? Within the land use plan we have the parks category • RESPONSE BY COMMITTEE: Connection to land use?
