Review, discuss and make recommendations on a proposed residential conceptual development plan on a property known as the Fidelis tract located at the southeast intersection of W. Dove Road and W. Southlake 2035 Corridor Planning Committee Item #3 – Carillon Meeting #7 – January 10, 2017 Page 2 MEETING OVERVIEW: On January 10, 2017 the Southlake 2035 Corridor Planning Committee held their seventh meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #3 – Carillon Meeting #7 – January 10, 2017 Page 3 ITEM #3 DISCUSSION – Carillon (proposed conceptual development plan on approximately 60 acres known as the Carillon Plaza and Corporate Districts):  Staff gave a presentation providing an overview and history of the Carillon site  Staff also made presentation to the Committee regarding the library site analysis  John Terrell, representing the project, made a presentation to the Committee. The following includes comments by the presenter and other representatives of the project: o Concept plan is not set in stone, to give vision about what is being contemplated o Projects pieces of the puzzle previously approved o Particular site has changed hands numerous times over the past decades o Not looking to compete with Town Square, want to be more "arts district" with boutique business - chef driven restaurants o Luxury, European style destination development o Pedestrian focused and family oriented o Hospitality, health and wellness, public facilities all centered around a public park o Want the central park to be vehicle free areas (do not hear or see) o Want chef driven cluster restaurants (not national chains) o Want arches, with a sense of arrival (inviting entries from all sides, including the Carillon residential areas) o Want bell towers to be theme throughout the park (ring bells during certain events, times of the year) o Want to shield park from distractions by putting higher elevated buildings along SH 114 frontage to block sound, create an enclave o Want people spaces centered around park o Want to keep as many trees as possible o Want structured parking to conveniently access all businesses and the public facility - cannot create this environment with all surface parking o Want to preserve as many natural tree stands as possible o Want to make sure SH 114 has a pleasing entrance from the highway, and draws people in o Want a community inclusive of all ages ("multigenerational") o Want open courtyards to open developments, so it is not all about the one central park o Want to foster organic relationship with building o Want the place to feel safe o Concept plan not set in stone o Spa wellness center located hotel (120 keys) o Want to expand and make larger with courtyard that opens up into park setting Southlake 2035 Corridor Planning Committee Item #3 – Carillon Meeting #7 – January 10, 2017 Page 4 o The only road structure is outside of the development o Small chapels with ponds and bridges across o Concept plan features two parking garages surrounded by retail o Surface parking o Libraries are more technology based now; can design retail near library o Surface parking interior to buildings that face out to road o Potential for medical office buildings, salons o Wanted to make sure there was buffer from houses to surface parking o Park space tripled from previously approved plan o Opportunities in the pedestrian walkways not to do just concrete o Opportunities to work on art in walkways o Walking through shaded areas o Opportunity with library to do something different than Town Square o Could be opportunity for something more modern that blends with European theme throughout o Can have dining areas with tons of seating so you are outside but protected with the weather o Opportunities to leave a lot of natural areas and weave in pedestrian pathways making sure it is kid friendly o Could be some type of water features o Landscaping will make or break the difference in how the development will look o Want to cluster the restaurants o Opportunities for second floor dining balconies  Kiosk: o Unique opportunities to create the little coffee shop for the artisans o Opportunity for the City to advertise using the kiosk  Archway: o Archways become very important to what this looks like o Archway can be incorporated into entrances to parks o Talking about a unique set of architecture brought together with bonding agents such as these archways o Have the benefit of having significant trees that give the park and development an established feel  Carillon Tower: o Sound of bells, even in some of the various buildings o Carillon can be used to create an experience o Wedding Chapel o Will need participation from City (incentives) to move forward. Will need to find out how much this costs Southlake 2035 Corridor Planning Committee Item #3 – Carillon Meeting #7 – January 10, 2017 Page 5  Questions for the Applicant(s) Q: The U-shaped piece, is that hotel or wellness center? A: Conversion of the one that went through earlier Q: How many stories in parking garage? A: Probably 3-4. Got to have enough spaces. Do not want to be under parked RESPONSE BY COMMITTEE: That should be right up front Q: Parking garage on SH 114, how do you envision that looking or being disguised? A: If it didn't have the retail in front of it would have to have articulation and facade needs to look nice from highway. Hopefully only two sides showing anyway Q: Seeing library being provided by the city or looking for partners? A: Needs to be a public facility - think the City of Southlake would want control over the facility Q: Concern about the sustainability of something like this, how do you ensure it does not goes dark A: If it goes up it will not be dark - development team will not proceed if it cannot make money Q: As it relates to the green space, do you see the park being city owned, privately owned? A: Comes down to costs - maybe pieces being delineated as city parks...there may be more spaces out from the retail that are opportunities for the pedestrian that isn’t necessarily city park Q: Outside buildings two stories, three stories? A: Paid attention to what was previously approved and paid attention to scale. Some would remain two stories, and some would go up based upon where they are located, will look at demand. Much on the perimeter would not be more than two stories. Possibly up to four stories (near the pedestrian blvd.) and near the hotel could be up to four stories and possibly drop down to three Q: Can boutique restaurants afford the rent? What businesses can afford to be in those shops? A: Town Square so successful mom and pop stores cannot go there. This would be geared towards small boutique spaces Q: Have you thought about how to not just execute but sustain that vision? A: I think this developer group isn't a group that wants to build and sell immediately. You lose total control if you start selling pieces off Southlake 2035 Corridor Planning Committee Item #3 – Carillon Meeting #7 – January 10, 2017 Page 6 Q: What do you envision along White Chapel and along Kirkwood? A: W ould probably be more typical retail -- probably not as much boutique shopping Q: Do you see this as a single phase project? A: Do not think it is possible to do in a single phase. Probably hotel first. Critical to the success is making a decision about the library RESPONSE BY COMMITTEE: We haven't even begun to discuss funding a new library RESPONSE BY APPLICANT: Hope the City will have those discussions soon Q: Do you believe you will be able to pull that theme off throughout? A: A lot of the theming isn't that costly -- residents there have already started the theme. Not everything is French provincial, but a lot is European Q: Do you see a SPIN meeting in the near future? A: Yes  Comments by the Committee o Opportunity for Chamber of Commerce to move and partner with the City of Southlake on this space o Need to think outside of the box, what are ways we can make this development different than Town Square and anything else in the City o Including library, visitors bureau o Not looking at a full-size performing arts center o Take serious consideration about what City participation would be o Think it is fantastic, something that does not exist currently. Done right it is a huge attraction. Chef centered concept important to make destination and bring people in o The kind of project we want to be involved in. o Never believed it was economically viable and sustainable; what I have seen tonight, quality is not cheap.
