CALL TO ORDER Southlake Arts Council Chairman Leslie Bartlett called the meeting to order at 6:05 p.m. ' 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE APRIL 25, 2017 SOUTHLAKE ARTS COUNCIL MEETING There were no corrections to the April 25, 2017 meeting minutes. APPROVED A motion was made to approve the minutes of April 25, 2017 Arts Council meeting as read. None Vote: 6-0 3. DISCUSSION 3A. SOUTHLAKE SENIOR FUNDING, INC., SENIOR ART EVENT Southlake Arts Council member Miriam Murray spoke about the applications that have been received and other aspects of the senior art exhibit event to be held on June 23, 2017 at The Marq Southlake. 3B. SOUTHLAKE HISTORICAL SOCIETY "SHARED STORIES" RECEPTION JULY 9, 2017 AND ART EXHIBIT JULY 10, 2017 —AUGUST 28, 2017 Community Relations Manager Jenni Lanier informed members about Southlake Historical Society's (SHS) request to move the "Shared Stories" reception from July 9 to July 16. The date change was discussed and the reception date was changed to July 16, 5:00-6:30 p.m. Southlake Historical Society and Arts Council member Tamara McMillan shared SHS plans next year to do a celebration on the end of WWI, and the following year to do a community event for the 100 Year Anniversary of the Carroll School building. 3C. SEPTEMBER 2017 ART GALLERY EVENT Community Relations Manager Jenni Lanier presented the item and was available for questions. At the next Arts Council meeting, the Arts Council will have assessed the dimensions and feasibility of the senior art pieces at the art event on June 23, 2017 and will be ready to make a decision to select an exhibit for the September 2017 art gallery event, if desired. The Art Council was also interested in works by artists Deanna Kienast, Trish Biddle or Beatriz Terrazas for the September 10, 2017 art gallery event. An item will be placed on the next meeting agenda for the Arts Council to consider approval of a permit for the September 10, 2017 reception and subsequent exhibit in the Town Hall lobby. 3D. FORT WORTH SYMPHONY ORCHESTRA UPDATE Community Relations Manager Jenni Lanier facilitated the discussion and was available for questions. City of Southlake Values: Integrity♦ Innovation • Accountability♦ Commitment to Excellence ♦ Teamwork Minutes of the May 23, 2017 Southlake Arts Council Meeting Page 3 of 5 The Arts Council expressed positive feedback on the Fort Worth Symphony Orchestra event on May 7, 2017 at The Marq Southlake Aria that was well attended by over 280 citizens. The next Fort Worth Symphony Orchestra event, "Concert in the Garden," will be held May 26, 2017 at White Chapel United Methodist Church. The Arts Council reviewed the "Flying Together" sculpture dedication ceremony held May 19, 2017 at the roundabout at Dove Road/Peytonville-Sam School Road. A suggestion was made to have an informal meeting/lunch with artist(s) of future art commission projects. Item 3E was presented out of the regular agenda sequence. 3E. LYMAN WHITAKER KINETIC ART UPDATE Community Relations Manager Jenni Lanier and Community Services Department Director Chris Tribble informed the Arts Council of City Council's vote on May 16, 2017 to deny (6-0) a contract with Whitaker Studio in the amount of $70,126 to provide public art to be installed at Frank Edgar Cornish, IV Park. The denial stemmed from City Council's desire to have public art placed in parks and public areas that do not have artistic amenities; whereas, Frank Edgar Cornish, IV Park already includes several artistic features. Other City Council concerns were related to cost and revisions to the Public Art Master Plan regarding placement of art in the community. Staff responded to questions from Arts Council. The Arts Council discussed possible sites for the Whitaker sculpture including the perimeter of The Marq Southlake Champions Club building and the upper parking lot pathway; two future roundabouts (White Chapel & Highland and the roundabout proposed on Zena Rucker Road); and City entry points. Other locations mentioned during the discussion were the hill across from Trader Joe's and The Ginger Man patio, if public property; area near Café Express; McPherson Park pond area; behind the Hilton Hotel; and in the Winding Creek subdivision. Arts Council will discuss a variety of possible locations for the sculpture at the next meeting and will select 2-3 options for City Council preview and feedback prior to the Arts Council making a formal recommendation on a location. The Arts Council inquired about having a brief meeting with City Council at the June 28th joint meeting. 3F. FISCAL YEAR 2018 PROJECTS City of Southlake Values: Integrity♦ Innovation ♦ Accountability♦ Commitment to Excellence ♦ Teamwork Minutes of the May 23, 2017 Southlake Arts Council Meeting Page 4 of 5 Community Relations Manager Jenni Lanier presented proposed FY 2018 (October 1, 2017 — September 30, 2018) projects, the revision of the Public Arts Master Plan and selection of an art piece for the White Chapel Boulevard & Highland Street roundabout. Also presented for a FY 2019 project is an art piece for the roundabout to be constructed on Zena Rucker Road (exact intersection to be shared at the next meeting). The Arts Council generally favored the proposed FY 2018 and 2019 projects. Ms Lanier responded to questions Regarding the White Chapel Boulevard & Highland Street roundabout art project, it was suggested the art piece be something related to horses due to the roundabout's proximity to the cutting horse farm. A photo of a miniature sculptured mock-up of a man walking a horse, obtained by the City years ago as a possibility for an art piece to be located near the log cabin in Bicentennial Park, may be available at the next Arts Council meeting for a future art project discussion. Public Forum was considered out of the regular agenda sequence. 4. PUBLIC FORUM Chair Leslie Bartlett opened the Public Forum at 6:41 p.m. Parvez Malik, Southlake resident and businessman, expressed interest in the City of Southlake obtaining art wraps for street corner electrical boxes. He also spoke regarding the preservation of and recognition of the City's many remaining historical sites. Arts Council member Tamara McMillan, also a member of Southlake Historical Society, will contact Mr. Malik concerning Southlake Historical Society meetings and activities. There being no one else to address Arts Council, Public Forum was closed. The Arts Council expressed interest in a future art wraps project for Southlake. One suggestion was for a wrap project for the 100th Year Anniversary of the Carroll School building project involving the high school art students. 5.
