Yelverton — City Manager From: Ken Baker, AICP — Director of Planning & Development Services Subject: Item 6A - Approve Ordinance No. 1171 , (CP17-004), 2nd Reading, adopting the City of Southlake 114 Corridor Land Use Plan, an element of the Southlake 2035 Comprehensive Plan. Action Requested: Conduct a public hearing and approve on 2nd Reading of the Southlake 2035 S.H. 114 Corridor Plan. Background Information: The City of Southlake approaches land use planning through sector planning, a method which divides the City into sectors to identify development issues and to develop recommendations for each individual area. This approach recognizes that planning issues are numerous and complex, and may vary from area to area or even site to site. In short, the purpose of a sector plan is to: • Establish a detailed background for the planning area, • Identify current development constraints and issues, • Identify features, resources and areas to be protected or improved, • Explore development opportunities and • List recommendations for the future development and conservation of the area. The 114 Corridor Plan is the first of six sector plans being considered during the Southlake 2035 Land Use Plan update. Updates to the plan since the first reading approval include the following: • Added a reference in the Land Use recommendation section to address the potential impact of development on adjacent residential neighborhoods. A general recommendation was added as recommendation (LU16 & LU 10). Also specific recommendations were added to land use areas: - LU1 — Fidelis and Shivers tracts - LU2 - Carillon commercial/office - LU5 - Hospital site - LU6— Milner - LU 7 — Gateway Church and Chesapeake property - LU 8 — Cherry Lane - LU 9 — Shady Lane • Modified recommendation M9 in the Mobility Section to read as follows: Evaluate the need for widening N. Carroll from SH 114 to Highland St. Deve St. as traffic counts and level of service warrant. • Modified the Restaurant and Specialty Retail Overlay Category Land Use percentage mix. • Provided additional clarity on the recommendations and implementation metrics. To thoroughly present all the components and recommendations in the plan would require a significant amount of presentation time be allocated to this item at Tuesday's City Council meeting. As such and discussed at the June 6th City Council meeting, the staff has provided an Audio PowerPoint that presents a detailed overview of the plan. It is hoped that City Council members can view the audio PowerPoint presentation prior to the meeting and instead of a lengthy staff presentation at the meeting this time can be utilized to discuss and answer questions on the plan. Strategic Link: The S.H. 114 Corridor Plan relates to all focus areas of the strategy map. Corporate Objectives (C1, C2, C3, C4, C5, B2, B4, and 135) and CBO 5 Citizen Input/ Board Review: Development of the S.H. 114 Corridor Plan was overseen by the Corridor Planning Committee. All Committee meetings are open to the public. The committee met January 10th, February 15th, March 22nd, and April 19th of 2017 to discuss the S.H. 114 Corridor. An open house was held April 19th with approximately 50 people in attendance. A SPIN meeting was held on May 9, 2017 (see the SPIN report in Attachment A.) Planning &Zoning Commission: At its May 18, 2017 meeting, the Planning and Zoning Commission voted 5-0 to recommend approval of the plan. City Council: At its June 6, 2017 meeting, the City Council voted 6-0 to approve the plan on the consent agenda. Legal Review: None. Alternatives: Recommend modifications to the proposed S.H. 114 Corridor Plan or approve the S.H. 114 Corridor Plan as presented.
