A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
TELECOMMUNICATIONS TOWER, ANTENNAS AND ANCILLARY
BUILDINGS ON PROPERTY WITHIN THE CITY OF SOUTHLAKE,
TEXAS, LOCATED AT 2400 NORTH CARROLL AVENUE, BEING
DESCRIBED AS LOT 1, BLOCK 1, CARROLL ISD NO. 3 ADDITION,
SOUTHLAKE, TARRANT COUNTY, TEXAS, AS DEPICTED ON THE
APPROVED SITE EXHIBIT ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "A" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for Telecommunications Towers, Antennas, or Ancillary
Structures has been requested by a person or corporation having a proprietary interest in the property
zoned as "CS" Community Service District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (30) and 45.7 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for Telecommunications Towers, Antennas, or Ancillary
Structures, on property located at 2400 North Carroll Avenue, being described as Lot 4, Block 1,
Carroll ISD No. 3 Addition as depicted on the approved Site Exhibit attached hereto and incorporated
herein as Exhibit "B" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein. The following specific
requirements and special conditions shall be applicable to the granting of this Specific Use Permit:
Specific Use Permit for Telecommunications Towers, Antennas, or Ancillary Structures
approved subject to staff report dated May 9, 2017 and Specific Use Permit Review
Summary No 1, dated April 11, 2017, and noting the following:

• Variance to landscaping requirement under Zoning Ordinance No. 480, Section
45.7.d.8:
o The proposed tower facility is located on property that abuts residential
property.
o A landscape buffer of plant materials around the facility is required.
However, since the facility is over 400 feet from the nearest residential
property line, the Council is granting a variance to this requirement.
• Also noting Variance to co-location requirement under Zoning Ordinance No.
480, Section 45.7.d.2.b:
o The Council is granting this variance as the proposed tower facility at 115'
does not allow for additional providers due to the limited space. In order
to accommodate additional carriers the height of the monopole would
need to be increased an additional 20'.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.

Dear Planning Staff:
Verizon Wireless requested a Specific Use Permit that was approved by the Southlake City
Council.The requirement for an issued building permit within six months of approval was not
met. The building permit was submitted but not in time for approval prior to the date needed to
meet the requirements of the ordinance.
We are now asking to allow us to go before the city's Planning and Zoning Commission and City
Council to get a new approval of the SUP for the site.
The city recently approved a SUP on a second site at another Carroll ISD site on Carroll Avenue
at Highland Drive. The building permit for that site is being submitted this week.
Thank you for your patience in this matter. We humbly assure you that we will get our permit
for this site in a timely manner at our next opportunity.
