City of Southlake 1400 Main Street,Suite 320 Southlake,Texas 76092 Re Crescent Heights Residential Development—Pedestrian Connections to the Marq and Bicentennial Park Dear Mr Hogue Per your request,we have reviewed the preliminary site plan for the Crescent Heights Residential Development as well as the latest site drawings for the Marq development with respect to pedestrian connectivity Based on our review, we have the following comments. The comments are numbered for ease of reference and do not imply any ranking. 1 There are two driveways for the Marq present in the latest civil drawings provided by the City of Southlake The proposed Crescent Heights connection to Shady Oaks Drive is opposite the southernmost Marq driveway a. A pedestrian path from the sidewalk along the east side of Shady Oaks to the Marq entrance area is shown on the south side of the southernmost driveway 2 Crescent Heights will likely generate pedestrian demand seeking to access Bicentennial Park and the Marq The number of pedestrians crossing Shady Oaks is likely to be low because the entire development consists of fewer than 60 homes a Pedestrians from Crescent Heights would be unlikely to travel over 500 feet south,to FM 1709, cross Shady Oaks at the traffic light, and then proceed back north over 500 feet, uphill,to the Marq in order to cross Shady Oaks. Travel time to and from the FM 1709 signal for a pedestrian would be likely be 4-6 minutes. b The largest amount of pedestrian demand in the vicinity of the Marq and the Crescent Heights development will be at the southernmost Marq driveway where the Crescent Heights street connection to Shady Oaks is proposed c. Turning traffic at this location will be primarily orientated to and from the south,towards FM 1709 As such, it would be desirable for pedestrians to cross on the north side of the intersection to minimize conflicts. I An ADA ramp and connection from the sidewalk to Shady Oaks should be provided on both sides of Shady Oaks on the north side of the southern Marq driveway d NCHRP report 562 provides guidelines for treatments at unsignalized pedestrian crossings Marked crosswalks, signage, and higher levels of traffic control not recommended until pedestrian demand exceeds 20 pedestrians per hour e While a pedestrian demand of 20 per hour appears unlikely to be generated by less than 60 homes,if a pedestrian volume of 20 per hour is assumed,and the year 2025 peak hour volumes 3030 LBJ Freeway,Suite 1660, Dallas,TX 75234 (972) 248-3006 office (972) 248-3855 fax I www leeengineering.com Page 1 of 2 from the TIA are used for Shady Oaks Drive, the crossing treatment suggested by the NCHRP 562 guidelines at this location would be a marked crosswalk only i Active crossing treatments such as rectangular rapid flashing beacons would not be necessary based on the guidelines due to the low speeds, short crossing distance and likely traffic volumes at this location ii Monitor pedestrian and vehicular volumes as Crescent Heights and the Marq begin full operations. If conditions change in the future the City may reassess the need for additional crossing treatments.
