Pacheco Koch is requesting approval of a Preliminary Plat for Lots 1 and 2, Block 1, Highland Chase of Southlake to convey the property west of the E. Kirkwood Blvd. alignment to the
owner of the Harborchase of Southlake property to the west and to dedicate right of way for E. Kirkwood Blvd. and E. Highland St. The property is generally located on the north side
of E. Highland St. approximately 300 feet east of E. State Hwy. 114

The future land use designation is Mixed Use and 100-year Flood Plain.

The property is currently zoned C-3 General Commercial District.

The subject property is outlined in red. The Absolom H. Chivers Cemetery is the small box at the north of the property and it is not included in the proposed preliminary plat. A cross
access easement from the Kirkwood Blvd. right of way is shown on the plat to provide access to the cemetery.

Harborchase of Southlake Site Plan
The Harborchase of Southlake “S-P-1” zoning change and site plan was approved by Council on September 16, 2014 and included the following language in the motion:
“…Noting as in the
applicant’s presentation this evening, if in the event additional land is secured on the southeast corner of the site plan on Highland Street and proposed Kirkwood Boulevard, the applicant
will extend the landscaped area and water feature into that triangle area with landscaping consistent with the overall site and landscape plan presented to Council and that area will
have no impervious coverage, noting that this is not a condition of Council’s approval, but accepting the applicant’s offering of the additional site area improvements as noted,…”
The alignment of E. Kirkwood Blvd. adjacent to the Harborchase development was approved with the S-P-1 zoning change and site plan September 16, 2014. The Council motion for approval
of Harborchase included language accepting the applicant’s offering to extend the landscaped area and water feature into the triangle area at the intersection of Highland St. and Kirkwood
Blvd. with landscaping consistent with the overall site and landscape plan presented to Council and that the area will have no impervious coverage.

is outlined in blue. Only Lot 1 is being final platted at this time and the right of way to be dedicated for Highland Street with the final plat is shaded in pink. The E. Kirkwood Blvd.
right of way shown on the plat is to be dedicated with the development and final platting of Lot 2 in the future.
