2017-02-01 CCPD Minutes 13 CITY OF SOUTHLAKE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING MINUTES: February 1, 2017 LOCATION: Southlake DPS Headquarters Facility 600 State Street, Fourth Floor—CCPD Board Room Southlake, Texas 76092 TIME: 630pm CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS PRESENT: President Ken McMillan, Frank Powers, Richard Sandow, Craig Sturtevant and Mary Grace Thoennes and Robert Williams CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS ABSENT: William McGuire STAFF PRESENT: Assistant City Manager Alison Ortowski, Fire Chief Mike Starr, Police Chief James Brandon, Chief Financial Officer/Board Treasurer Sharen Jackson, Police Dept. Admin. Sec /Board Secretary Diana Green and Carol Borges, Deputy City Secretary 1. CALL TO ORDER: 6:30 PM 2. PUBLIC FORUM: (This is the Public's opportunity to address the board about non-agenda items. During this proceeding, the Board will not discuss, consider or take action on any items presented. We respectfully ask that anyone stepping forward to speak during public forum limit remarks to three minutes or less.) Forum Open. Matthew Scott was present to observe; he did not wish to address the Board Forum Closed 3. CONSIDER: 3A. APPROVAL OF THE MINUTES FROM THE NOVEMBER 8, 2016 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING Revision proposed to 3B and 3C. The proposed revisions will be incorporated into the minutes. A motion was made to approve the minutes with revisions to 3B and 3C Motion- Sturtevant Second. Williams Abstain: None Approved: 6 —0 3B. APPROVE MINUTES FROM THE NOVEMBER 30, 2016 CRIME CONTROL AND PREVENTION DISTRICT MEETING. Discussion took place. A motion was made to approve the minutes with suggested amendments. CONSIDER ORDER No. 17-01, CALLING AN ELECTION FOR MAY 6, 2017 TO DETERMINE WHETHER THE VOTERS DESIRE TO CONTINUE THE LEVY OF A SALES AND USE TAX TO SUPPORT THE CRIME REDUCTION PROGRAMS OF THE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT PROVIDING AN EFFECTIVE DATE. Discussion took place. A request was made to reword #4 under the Strategies section Questions were addressed by Alison Ortowski. A motion was made to approve 3C — Order No. 17-1 calling an election for May 6, 2017 to determine the continuance of the Southlake Crime Control and Prevention District. Motion Sandow Second Powers Abstain. None Approved 6—0 3D. CONSIDER RESOLUTION No. 17-01, TO APPROVE THE TERMS AND CONDITIONS OF A CONTRACT FOR MAY 6, 2017 ELECTION SERVICES BETWEEN THE CITY OF SOUTHLAKE AND THE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT. Discussion took place May 15, 2017 was the proposed date to canvas the election results Questions were addressed by Alison Ortowski and Carol Borges A motion was made to approve 3D— Resolution No 17-01, to approve the terms and conditions of a cont4ract for elections services. Motion: Thoennes Second: Sandow Abstain None Approved' 6—0 3E. CONSIDER AMENDING THE FY 2017 OPERATING BUDGET. The Board was asked to amend the operating budget by $6,000.00 to cover marketing cost for an informational mailer about the CCPD to be sent to all City residents. Discussion took place Questions were addressed by Sharen Jackson A motion was made to amend the FY 2017 operating budget. Motion Thoennes Second Williams Abstain. None Approved: 6 —0 4. DISCUSSION: 4A. UPDATE ON CRIME CONTROL& PREVENTION DISTRICT SALES TAX Sharen Jackson informed the Board that sales tax collected for November 2016 came in at $29,000.00 above budget. UPDATE ON SCHOOL RESOURCE OFFICER PROGRAM Chief Brandon informed the Board that all schools are fully staffed; there are no issues to date.
