Good evening Mayor and members of the City Council. This is Jenni Lanier and I am presenting Item 9B which is the consideration to approve Whitaker Studio’s final concept by artist
Lyman Whitaker and approve contract with Whitaker Studio to provide public art to be installed at Frank Edgar Cornish, IV Park in Town Square.

Requested Action
With this item, staff is seeking City Council’s consideration of Whitaker Studio’s final concept by artist Lyman Whitaker, and approval of a contract with Whitaker Studio in the amount
of $70,126 to provide public art in Frank Edgar Cornish, IV Park.

Proposal
This slide presents the final proposal by kinetic artist Lyman Whitaker for the multi-faceted sculpture that includes several moving Fluer-de-lis, Guardian Angel, and Agave elements
of varying heights and sizes, proposed for Frank Edgar Cornish, VI Park.

Background Information
Artist Lyman Whitaker’s proposal meets all three criteria established for selecting an artist: Arts Council recommendations, the 2030 Plan recommendation, and the Scope for the project.

Financial Considerations
Funding in the amount of $75,000 for the design and installation of artwork is approved in FY 2017 Public Art budget for Phase 1 of the Public Sculpture Program.
The Artist will be
granted a $500 stipend to complete a 3D mockette/model of their final concept.
The maximum project budget as $75,000. $4,000 has been set aside for expenses incurred by the City for
installation.

Approval of the contract with Whitaker Studios for the sculpture is linked to the City Council Focus Area of Quality Development. The request also addresses the corporate objective to
provide attractive and unique spaces for the enjoyment of personal interests. It also supports Critical Business Outcome CB05, to implement Southlake Comprehensive Plan recommendations.
Further,
implementation of the Sculpture Program is a recommendation of the 2030 Public Art Master Plan.

circular base and two members preferred a octagonal shaped base.
January thru March 2017 - Arts Council reviewed multiple locations in City parks for the proposed sculpture
April 25,
2017 - Arts Council reaffirmed December recommendation of artist Lyman Whitaker’s art concept for Frank Edgar Cornish, IV Park
Staff concurs with the Arts Council’s recommendation to
approve the contract with Whitaker Studio for the proposed kinetic art sculpture, but would prefer an alternative location to allow greater movement of the individual pieces of the
sculpture as the design intended.
May 16, 2017 – Staff is seeking City Council consideration of artist agreement and proposed concept
