SUBJECT: Item 4G - Approve a contract with C. Green Scaping, L.P. for the
construction of the Southlake Entry Monument Sign located at the
intersection of FM 1709 (East Southlake Boulevard) and Gateway
Drive in an amount not to exceed $149,589.
Action
Requested: The purpose of this item is to seek City Council approval of a
contract with C. Green Scaping, L.P. for the construction of the
Southlake Entry Monument Sign to be located at the intersection of
East Southlake Boulevard and SH 114 in an amount not to exceed
$149,589.
Background
Information: A community's character is largely determined by the perceptions
and experiences of those living, working, shopping, or just passing
through. The built and natural environments, in turn, determine our
perceptions and experiences of a community. Urban design can
provide direction and guidance for development to enhance
community character by creating a greater sense of place.
Southlake 2030 Strategic Alignment
As such, the City of Southlake has developed two key policy
documents to address urban design as part of its Southlake 2030
Plan: 1) The Major Corridor Urban Design Plan and 2) The
Wayfinding Signage Plan.
Both these plans provide recommendations related to an entry
monument sign. The Southlake 2030 Major Corridors Urban Design
Plan recommends the construction of a gateway identifier sign (entry
sign feature) near the area where SH 114 and FM 1709 meet. Also

the construction of the entry sign feature is consistent with the
recommendation of the Southlake 2030 Wayfinding System Plan
recommendation (W6), which states that entry features should
continue to be explored and pursued as they are important
welcoming messages to visitors of Southlake.
In 2013, the City's Wayfinding Signage Committee, which at the
time consisted of three City Council Members develop concepts in
conjunction with RSM Design (City's Urban Design Consultant) for
the City's entry monument signage. On September 18, 2013 the
City's consultant finalized the City of Southlake Monument Signs
Design Development document. Below is the entry monument sign
concept approved the City's Wayfinding Committee.
Proposed location of the Entry Monument Sign
On November 1, 2011 the City Council approved a tree
conservation/mitigation agreement with Wyndham Properties Ltd.
and Northgate Contractors to allow removal and mitigation of
protected trees located along the eastern boundary of Lot 2, Block
2 Gateway Plaza in order to allow this area to be filled to grade with
the adjacent Bank of America site and the proposed grade of S.H.
114 and F.M. 1709 in conjunction DFW Connector Project. During
the discussion of this item at the City Council meeting the applicant
agreed to preserve an area near the E. Southlake Boulevard and
FM 1709 intersection to allow for the future location of a City Entry
monument sign.

The exhibit below identifies the property area in the 2011 tree
conservation agreement for a future entry monument sign (photo

On October 14, 2016 the City entered into a license
agreement with the property owners at this location below to allow
the construction of the signage and associated landscaping. The
exhibit below shows the approximate location of the sign.

On October 26, 2016, the City entered into a professional services
contract with David McCaskil Design Group for the preparation of
entry monument architectural, engineering, landscaping
irrigation and electrical design documents and for field observation
during construction. Below are a couple of pages from the bid
document showing the sign profile and landscaping plan. The
entire bid document has been provided in the Council's packet.

Financial
Considerations: The City of Southlake received two bids on the entry portal sign.
A copy of the bid forms and tabulations are provided in the
packet.
This project will be funded through is funded through two
previously approved Capital Improvement line items and within the
budget amount ($158,100 available — Tower Entry Feature - G0016
- $132,800 and Urban Design — R0008-$25,300)
