Sign Regulations
The following sign regulations and standards shall be applicable and shall control within the development
to the extent of any conflict with other sign regulations in the City's Ordinance.
1.0 Definitions
Awning canvas, metal, or other material attached to a build
window or door, and usually supported by cantilevering from the building façade or hung
by metal rods.

Pedestrian Blade Sign: Any sign, oriented perpendicular to the face of the building, identifying the
name of the business, affixed to or supported by a ildinbug or structure, which projects more than
twelve i chnes (12”) beyond the surface of that po rtion of the building or structure to which it is
affixed or supported. No Sign Shall Face Zena Rucker Road. Pedestrian Blade Signs do NOT count
towards Max SF Calc. or Max Number of Signs. If the tenant's name is 5 or less characters, then it will
be given the same allowance as a logo.
Building Blade Sign: A vertically oriented primary tenant identification sign mounted to and
projected from the building façade.
Fascia Sign: A sign affixed directly to the exterior wall or screening surface, confined within the
limits thereof, and which extend from the surface no more than eight (8") from the building fascia. Fascia
Signs are displayed parallel to the face of the building and identify the name and/or logo of the business.

Awning Sign
an awning and/or an identification emblem, insignia, initial or other similar feature painted, placed or
installed elsewhere on an awning; provided, that any sign, emblem, insignia, initial or other similar
feature shall comply with all other appropriate provisions of this title. Where horizontal steel
awnings are used, the Awning Sign may consist of individual cut out metal letters or internally
illuminated letters placed on the top of the awning's outside edge parallel to the face of the building.

Fascia Signs (exclusive of Logos)
Directory Signage: A free-standing sign identifying tenants and directing patrons to their destination
within the development.
Development Branding Building Signage
the name and/or logo of the development.
Multi-tenant Monument Signage: A free-standing sign consisting of internally illuminated sign
cabinets with masonry surround and back lit channel letters affixed to the masonry as well. The
purpose of this type of signage is to advertise the names of the various businesses within the
development and provide the address for the development.

Each Tenant shall be allowed one attached sign on each façade visible from a street or internal
driveway; however a maximum of three (3) signs will be permitted for a corner or end-cap lease and
a maximum of two (2) signs for non corner or en d cap. Those tenants exceeding 20,000 sf will be
allowed

EXECUTIVE
SUMMARY: ShopCore Properties is requesting approval of an amendment to the Master Sign
Plan for Park Village located at 1065 E. Southlake Blvd., Southlake, TX.
REQUEST: The commercial retail development is generally located at the southwest corner of
E. Southlake Blvd. and S. Carroll Avenue.
The proposed amendment to the Master Sign Plan for Park Village is to allow the
addition of two (2) awareness signs and six (6) promotional sign holders. The
proposed amendment also removes the specific criteria approved for The Fresh
Market and sets that tenant space under the general sign criteria for Rim Buildings
that are ≥20,000 square feet. The remainder of the approved Master Sign Plan is
not proposed to change.

June 16, 2015; City Council approved a sign variance request for
Modmarket to allow for attached fascia signs to exceed maximum
sign area, letter and logo height; to include a cabinet tagline sign;
and, to allow the logo to be duel lit (halo and internally illuminated).

DESIGN GUIDELINES- MASTER SIGN PLANS:
Commercial signage is an integral part of the urban design
fabric of Southlake. It is absolutely necessary and shall be
deemed as a tool that helps promote the health, safety and
welfare of the general public by providing g uidance to both
the vehicular driver and pedestrian. Due to its visual
prominence and effect on the overall design character of our
city, signage as part of master sign plans must be
considered on the broader scale of community rather than
on an individual site basis. Signage is an integral part of the
visual urban streetscape and shall not be designed to
visually compete with its surroundings, but rather serve to
build on the quality of the traveler’s and pedestrian’s
experience.

should not be to have larger signs or logos permitted by
ordinance but should clearly be related to the sign design
goals listed below:
Design Goals
1) To develop organized hierarchies of signage
design types that help identify the location and size
standards for individual signs without infringing on the
capability of creative design.
2) To establish design criteria that promote the
overall visual quality of the streetscape environment for
the general public while providing reasonable and
improved standards for identification of individual
properties.
3) To improve the overall visual cohesive
appearance of the site through signage guidelines, with
strong consideration that the visual streetscape.
4) To promote a “sense of place” for the City of
Southlake while promoting creative design for
individual developments.
5) To promote signage as an architectural
complement rather than being visually and thematically
disconnected.
The sign design guidelines are designed to help ensure quality
signs that communicate their message in a clear fashion; however,
the “guidelines” are not as strict as sign “standards.” The review
authority may interpret the design guidelines with some flexibility in
their application to specific signs/projects, as not all design criteria
may be workable or appropriate for each sign or project. In some
circumstances, one guideline may be relaxed to facilitate
compliance with another guideline determined by the review
authority to be more important in the particular case. The overall
objective is to ensure that the intent and spirit of the design
guidelines are followed.
City Council approval of the proposed signs does not eliminate the
requirement for appropriate sign application submittals prior to the

As owners, we have worked diligently to streamline our branding initiatives nationwide and include our ShopCore logo
on all For Lease, Awareness, Vinyl, Promotional and all other signage. ShopCore has modified the standard signage
template including the color scheme to accommodate the City of Southlake’s regulations and in effort to maintain a
visually cohesive aesthetic at Park Village.
We would like to formally request the addition of two awareness signs and six promotional sign holders with the ability
to change the insert of the sign holders’ dependent on current promotions, community outreach efforts and/or center
wide events. The locations of the proposed signs are marked on the map provided in this package and pictures were
taken to help define the space for reference.
The intended purpose of the awareness sign is to establish a sense of ownership for the center and was rolled out as a
part of a Corporate rebranding initiative from Excel Trust to ShopCore Properties. We would like to place the
Awareness signs at the ingresses and egresses of the center.
The promotional sign holders will act as “sandwich boards” for ShopCore Properties. Studies have shown us that
young professional consumers require more than just a place to shop from their local retail centers. At ShopCore, we
intend to honor that and look to promote community involvement. To do so, we are requesting the use of the six
promotional sign holders to advocate any center wide event, community outreach efforts and our social media
platforms for additional engagement. The sign holders themselves are weather resistant and heavy duty; they can
withstand strong winds and their high-quality construction add to the visual and thematic connectedness of the center.
The customization options will aide in the overall cohesive appearance of the center and serve as a point of reference
for community events at Park Village.
Finally, we are asking that the original Master Sign Plan be amended, modifying the tenant specific signage language
and requirements for The Fresh Market. Currently, Building A, formerly occupied by The Fresh Market, is vacant. Even

though the tenant is still paying rent, signage has been removed and the store is no longer in business. While we
advertise this space for lease, we would like to amend the verbiage in the original Master Sign Plan to replicate the
requirements for “Rim Buildings” that are greater than or equal to 20,000 SF; for example, the verbiage for Building E
is more generic verbiage that does not specify a tenant name. Our hope is to prevent any future delay in requested
permits when this space is relet to a new tenant.

2. Promotional Sign Holder
Intention/Justification: Intended to promote social platforms and/or current events and
promotions at Park Village. Sign frames are customizable to match the aesthetic of the shopping
center and are weather proof.
Please see an example of a sign we would place inside the weather proof holder to promote our
social platforms. The Park Village property logo here would be used in place of The Promenade.

These sign holders feature fully enclosed weather proof sign frames, with Lexan cover lenses. Their
exclusive bottom loading designs and extra heavy bases make them unparalleled in exterior
application. They are also available with sleeves for in ground installation & wall-mount models
are available.
All non-aluminum parts have a two-stage powder coat applied. Before the top color coat, a zinc rich
primer is applied to assure a long lasting high quality finish. Condensation release vents are put in all
frames to allow moisture formed by rapid temperature changes to escape. Special PETG polymer
collars are put between the leg and base to eliminate metal to metal contact.
Installation:
This is a free standing sign. It is intended to withstand strong winds and weighs 95lbs. Because this
center caters to young families, safety may be a concern. Our solution would be to install these sign
holders in ground, utilizing the pre-drilled holes and bolting them down.

3. Facia Sign – The Fresh Market
We would like to remove the signage verbiage specific to building A - The Fresh Market as they are no
longer a tenant. In order for a future tenant to lease the space, we’d like building A sign specific
verbiage to be modeled after building E or as noted in the below table: a building that is greater than or
equal to 20,000 SF.
In the original Master Sign Plan, The Fresh Market is referenced on pages 7,8,30 and 31.
