Action

from Structural & Steel Products, Inc. in an amount not to exceed
$200,000.
Background
Information: A signal warrant study was completed in relation to the TD
Ameritrade development for four intersections. The signal warrant
study identified the intersections of Kirkwood Boulevard at Dove
Road and Kirkwood Boulevard at T.W. King Road as needing to be
upgraded from stop controlled to traffic signal controlled. The signal
warrant study and traffic impact analysis also identified geometric
improvements for these intersections. A design contract was
awarded by City Council to Kimley-Horn and Associates, Inc. at the
December 6, 2016 meeting. The design is currently at 90%
complete.
In an effort to have the traffic signals installed and operational prior
to the opening of TD Ameritrade, staff is requesting approval to
purchase components with long lead times. In order for the
contractor awarded the construction contract to meet the desired
time frame, these materials will need to be on hand at the time of
contract award or shortly thereafter. The ornamental signal poles,
mast arms and pedestrian crossing components, can take up to
fourteen weeks for delivery.
The signal components to be purchased prior to construction
contract award are as follows:

The supplier is a City approved vendor and purchases will be made
through Buy Board and/or Texas Smart Buy which meet all City of
Southlake and State of Texas purchasing requirements.
City Council approved an item at the March 7, 2017 meeting for
the purchase of standard signal poles, mast arms, pedestrian
crossing components, cabinet/controller and battery back -up units
(BBU) in an amount not to exceed $150,000 . To date, the
cabinet/controller and BBU’s have been ordered at an expense of
$34,600. The approved standard signal pole order from Pelco
Structural, LLC. will not be executed if the ornamental pole
purchase is approved. The ornamental poles are in line with the
Urban Design Plan for major corridors.
Financial
Considerations: Construction expenses for this project are included in the FY2017
CIP budget.
Strategic Link: The Kirkwood Boulevard Traffic Signal project links to the City’s
strategy map relative to the focus areas of Mobility and
Infrastructure. The specific corporate objectives that are met by
this project are to (C2) Provide travel convenience within the City &
region and (F2) Invest to provide and maintain high quality public
assets. The critical business outcome is to (CBO2) Enhance
mobility through aggressive traffic management initiatives and
capital project implementation.
