WORK SESSION: 1. CALL TO ORDER The Work Session was called to order by Mayor Hill at 5:30 p.m. 2. INVOCATION Clayton Reed gave the invocation. Mayor Hill led the pledges of allegiance to the United States and Texas Flags. Mayor Hill announced that Item 4 on the work session would be considered next. 4. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the items on tonight’s consent agenda and Council asked questions of staff members. PROCLAMATION FOR CHILD ABUSE PREVENTION MONTH Mayor Hill presented a proclamation in recognition of Child Abuse Prevention Month to Alliance for Children representative Katia Gonzalez and board member Xavier Villareal. Regarding Item 3B, Mayor Hill presented a proclamation to the Southlake Carroll Dragon Boys Swim and Dive Team later in the evening, during her Mayor’s Report. 3C. PRESENTATION OF VOLUNTEER SERVICE AWARDS Director of Human Resources Stacey Black and Volunteer Coordinator Chris Chaillot recognized and presented volunteer service awards to persons who met established volunteer service requirements from April 1, 2016 – March 31, 2017. The following honors were presented: Junior Service Medal, Adult Service Medal, Service Milestone Awards, and Presidential Service Awards. All recipients were asked to step forward to be recognized and a reception followed in the foyer of Town Hall. REGULAR SESSION: Immediately following the work session 1. CALL TO ORDER The Regular Session of the City Council was called to order by Mayor Hill at 5:53 p.m. 2A. EXECUTIVE SESSION Mayor Hill announced the City Council would go into pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071 consultation with attorney; 551.072 deliberation regarding real property; and 551.087 deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 5:53 p.m. Executive Session began at 6:19 p.m. and concluded at 6:50 p.m. 2B. RECONVENE Mayor Hill reconvened the meeting at 7:01 p.m. and asked if there was needed action from the executive session. There was no action necessary as a result of executive session. 3. PROCLAMATION IN RECOGNITION OF THE SOUTHLAKE CARROLL DRAGON BOY’S SWIM / DIVE TEAM. Mayor Hill presented a proclamation in recognition of the Southlake Carroll Dragon Boy’s Swim and Dive Team who recently earned their seventh consecutive state title - five in Class 5A Division and two in Class 6A Division. Mayor Hill recognized the coaching staff: Coach Kevin Murphy; Assistant Swimming Coaches Lynne Gorman and Keith Gomez; and Assistant Diving Coach Carolyn Hryorchuk; and team members. The presentation was followed with a team photo with the Mayor and City Council. 3B. CITY MANAGER’S REPORT City Manager Shana Yelverton introduced a recent award, FY 2016 Distinguished Budget Presentation Award, which the City of Southlake has received for 19 consecutive years. She recognized three staff members in particular who worked very hard on the budget document: Assistant City Manager / Director of Economic Development and Tourism Alison Ortowski; Deputy Director of Economic Development Daniel Cortez; and Chief Financial Officer Sharen Jackson. 4. CONSENT AGENDA Consent Agenda items are considered to be routine by the City Council and are enacted with one motion. Mayor Hill read the Consent Agenda items into the record. 4A. APPROVE MINUTES FROM THE APRIL 4, 2017 REGULAR CITY COUNCIL MEETING. 4B. AWARD A CONTRACT FOR CONCRETE SERVICES TO MANNING CONCRETE SAWING (PRIMARY) AND APEX CONCRETE CONSTRUCTION INC. (SECONDARY) IN AN AMOUNT NOT TO EXCEED $975,000. 4C. APPROVE THE EXTENSION OF THE SOUTHLAKE HISTORICAL PHOTOGRAPHS EXHIBIT IN TOWN HALL UNTIL SEPTEMBER 30, 2020. 4D. ORDINANCES, SECOND READINGS, PUBLIC HEARINGS, AND RELATED ITEMS: Mayor Hill announced that Item 6E will be considered next. 6E. ORDINANCE NO. 1075B, (CP17-002), 2ND READING, AMENDMENT TO THE CITY OF SOUTHLAKE MOBILITY MASTER PLAN, AN ELEMENT OF THE SOUTHLAKE 2030 COMPREHENSIVE PLAN. PUBLIC HEARING APPROVED Senior Director of Planning and Development Services Ken Baker presented Item 6E and answered questions from Council. Mayor Hill opened the public hearing and asked for anyone wishing to speak on the item to come forward. There being no one wishing to speak, Mayor Hill closed the public hearing. Motion was made to approve Ordinance No. 1075B, (CP17-002), 2nd Reading, amendment to the City of Southlake Mobility Master Plan, an element of the Southlake 2030 Comprehensive Plan with the following amendments to the City 2030 Mobility Plan: • amend Active Transportation Recommendations section of the plan to include items AT14 – AT25 and associated priority tiers as developed by the Bicycle Safety Committee; • amend the Bicycle Facility Master Plan Map and Bicycle Facility Master Plan as presented this evening and in the staff report. Recommendations are as follows: o remove the existing Tier 2 sharrow route from Kirkwood Boulevard; o reprioritize the existing Tier 1 signed route along Kirkwood Boulevard to a Tier 3 signed route noting that signage should be placed along Kirkwood Boulevard upon the construction of a continuous east – west roadway connection; o designate Kimball Avenue from Dove Street to Highway 26 as a Tier 1 signed route; o remove the Priority Intersections List (currently on pages 83-84 in the Southlake 2030 Mobility Master Plan) as well as the Priority Crosswalk Intersection Reference Map (currently on Page 85) and add the 87 proposed Intersection Capacity Improvement Recommendations and associated priority tiers as presented in the staff report; • reprioritize the priority tier for existing recommendation MT25 from Tier 3 to Tier 2. This recommendation addresses the construction of the roundabout at West Continental Boulevard and Peytonville; • add a Tier 1 recommendation to develop Southlake specific bicycle signed route signage; and, • also, directing staff to provide signage upon completion of the Kirkwood corridor indicating that it is the preferred bicycle corridor.
