SOUTH LAKE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING MINUTES: November 8, 2016 LOCATION: Southlake DPS Headquarters Facility 600 State Street, Fourth Floor—CCPD Board Room Southlake, Texas 76092 TIME: 6:30 p m CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS PRESENT: President Ken McMillan, Craig Sturtevant and Mary Grace Thoennes and Vice-President Robert Williams CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS ABSENT: William McGuire, Frank Powers and Richard Sandow STAFF PRESENT: Assistant City Manager Alison Ortowski, Fire Chief Mike Starr, Police Chief James Brandon, Chief Financial Officer/Board Treasurer Sharen Jackson, Police Dept. Admin Sec. /Board Secretary Diana Green and Facilities Manager Kurt Ackerman 1. CALL TO ORDER: The meeting was called to order at 6:33 p.m 2. PUBLIC FORUM: (This is the Public's opportunity to address the board about non-agenda items. During this proceeding, the Board will not discuss, consider or take action on any items presented. We respectfully ask that anyone stepping forward to speak during public forum limit remarks to three minutes or less.) President McMillan opened the public forum No one was present to address the Board so the public forum was closed 3. CONSIDER: 3A. Approval of the minutes from the August 3, 2016 Crime Control and Prevention District Board meeting Corrections to 3A, 3B and 3B1 were suggested The corrections were noted and will be made by the CCPD Secretary A motion was made to approve the August 3, 2016 CCPD minutes with corrections Motion. Sturtevant Second- Williams Abstain None Approved: 4 - 0 3B. Approval of expenditure not to exceed $190,000 for weatherproofing services to clean and seal all masonry, capstone, and exterior brick for DPS Headquarters The Board Members were given a Power Point Presentation handout and Chief Brandon asked for questions Discussion took place and questions were addressed. A motion was made to approve 3B - Expenditure for purchase of new police radios and 3C - Expenditure for weatherproofing services to clean and seal all masonry, capstone and exterior brick for DPS Headquarters. Motion- Sturtevant Second: Williams Abstain: None Approved: 4 —0 4. DISCUSSION: 4A. Review and discuss the process for reauthorization of the Southlake Crime Control and Prevention District Alison Ortowski provided a Power Point handout which outlined the steps for the Board to take for reauthorizing the Crime Control and Prevention District. Step1. Special CCPD meeting/workshop to establish a purpose statement and strategies, meeting to be scheduled for November or December 2016 Step 2- Call an election and review communication plan with a tentative date in January 2017 Step 3: Present to City Council so that they can approve contract for election services Step 4: Implement the communication plan. Discussion took place involving election dos and don'ts for Board Members and date for workshop. A tentative date for the workshop was set for November 30, 2016 Questions were addressed by Alison Ortowski and Sharen Jackson 4B. UPDATE ON DPS WEST REMODEL Chief Starr addressed the Board advising them that the site plan was presented to City Council for a first reading Feedback from City Council was that they would like to see the main focus of the remodel directed toward the inside of the facility. Parking and security for the facility was discussed. The second reading is scheduled for the November Council meeting. As soon as bids for construction are received staff will present them to the Board. Discussion took place Questions were addressed by Chief Starr and Sharen Jackson 4C. UPDATE ON CRIME CONTROL & PREVENTION DISTRICT SALES TAX Sharen Jackson informed the Board that sales tax collection is trending close to the revised budget at about six percent above what was collected in the prior year Sharen projected that after the final collection, which has not been calculated as yet, the District will be within budget. Questions were addressed by Sharen Jackson. 4D. There are no issues to note 4E. DISCUSSION OF 2017 CRIME CONTROL & PREVENTION DISTRICT BOARD MEETING CALENDAR Chief Brandon opened discussion for proposed dates for the CCPD Board workshop and the general meetings. Dates proposed for the workshop were November 30, December 1 and December 8, 2016. Staff will contact those Board Members absent about the proposed dates Dates proposed for the general meetings were Tuesday, Jan 10, Tuesday, May 9, Thursday, July 27 and Tuesday, October 10, 2017 The time of the meetings was discussed 5.
