Kimball Avenue. Current Zoning “CS” Community Services District. SPIN #8. DETAILS: Camp Gladiator is requesting approval for four (4) Specific Use Permits for four (4) locations within the City of Southlake. The sites are located at the White Chapel United Methodist Church (ZA17 -020), Hobby Lobby parking lot in the Southlake Marketplace (ZA17-021), St. John’s Baptist Church (ZA17-021), and The Hills Church (ZA17-028). The details contained in this staff report relate to the Specific Use Permit request for the St. John’s Church location. At the St. John’s Baptist Church, Camp Gladiator is seeking approval of a Specific Use Permit to allow outdoor training at the north and south parking lots of the St. John’s Baptist Church located on 13.1 acres. The proposed training sites are located on the southwest corner of the intersection of S. Kimball Avenue and Crooked Lane. The following is an overview of the applicant’s request:  Training is proposed at the following days and times: South Lot: Monday/Wednesday/Friday: 5:00 am – 9:00 am Tuesday and Thursday: 9:15 am – 11:15 am Saturday: 7:00 am – 9:00 am North Lot: Monday and Wednesday: 5:30 pm– 7:30 pm Tuesday and Thursday: 4:45 pm – 8:00 pm  Approximately 20 -40 members attend each workout at this location. Parking will be in the designated parking lot areas adjacent to the workout location.  All morning training sessions will occur in the south parking lot away from the residences. Afternoon and evening training sessions will take place in the north parking lot of the church. Approval of a specific use permit for outdoor sales or services shall be based upon an analysis of the location, the site layout and design features, the assurance that the adjoining streets can handle higher volumes of traffic during peak hours of traffic loading without a requirement to divert traffic onto traditional residential streets and the compatibility of the proposed use with adjacent land uses. b. A fixed time period (specific dates) for the outdoor sale or service activity to commence shall be established in the specific use permit. The permit for the sale or service activity shall be established and unless otherwise stated in the permit, shall be valid one year from the date of approval by the City Council. c. Regulations for any structure used to conduct the outdoor sale or services activity including but not limited to, size, color, location of equipment, lighting and signage shall be established in the specific use permit. d. The location of outdoor sale or service activity shall not reduce the parking requirements or effectiveness of landscaped or buf fer areas and the areas for the display of merchandise shall not adversely impact the ability of pedestrians or vehicles to move about the lot. e. The site must provide adequate ingress and egress. f. Provisions for waste collection, recycling and/o r disposal may be established in the specific use permit. g.
