STAFF PRESENT: Deputy Director of Planning & Development Services, Dennis Killough; Assistant to the Director, Jerod Potts; Planner, Lorrie Fletcher; Deputy City Engineer, Steve Anderson, and Commission Secretary, Selena Serrano. ADJOURNMENT REGULAR SESSION: 1. CALL TO ORDER Chairman Forman called the regular session to order at 6:30 p.m. 2. EXECUTIVE SESSION No Executive session held. 3. APPROVAL OF THE MINUTES A motion was made to approve the minutes from the March 9, 2016 meeting. ADMINISTRATIVE COMMENTS No administrative comments. Chairman Forman announced that items will be taken out of order and will begin with Item No. 6. REGULAR AGENDA: 6. CONSIDER ZA17-014, SPECIFIC USE PERMIT FOR A MASS GATHERING FOR THE RELAY FOR LIFE OF SOUTHLAKE, AMERICAN CANCER SOCIETY FUNDRAISING EVENT ON PROPERTY DESCRIBED AS LOTS 1 & 2, BLOCK 12, SOUTHLAKE TOWN SQUARE, PHASE IV, AN ADDITION TO THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS; LOCATED AT 1297 & 1299 DIVISION ST., SOUTHLAKE, TEXAS. CURRENT ZONING: "DT" DOWNTOWN DISTRICT. SPIN NEIGHBORHOOD #8. PUBLIC HEARING Planner, Lorrie Fletcher, gave a brief presentation of Item ZA17-014. Applicant, Karina Sara, 2861 Panhandle Drive, Grapevine Texas- discussed the event and how many people typically attend the race. Also stated that the way this event raises money usually comes from the kid’s zone and vendor trucks. Commission raised concerns about the race, food trucks and kid’s zone being so close to the pond area. Applicant stated that they plan to have a lot of volunteers helping with signage to ease any concerns with children being too close to the pond. Commission asked about the parking. Staff presented an aerial view of all parking areas that can be used for this event. Commission asked if there were any back up plans if it were to rain during this event. Applicant stated that there would be no back up plan for inclement weather. Chairman Forman opened the public hearing. No one came forward. Chairman Forman closed the public hearing. A motion was made to approve Item ZA17-014 subject to Staff Report dated March 17, 2017. ORDINANCE NO. 1075B, (CP17-002) AMENDMENT TO THE CITY OF SOUTHLAKE MOBILITY MASTER PLAN, AN ELEMENT OF THE SOUTHLAKE 2030 COMPREHENSIVE PLAN. PUBLIC HEARING Assistant to the Director, Jerod Potts, presented an overview of the proposed Amendment for the Mobility Master Plan. Staff opened for questions. Commission raised concerns with the study of Dove Road traffic and the cyclist. Civil Engineer, Steve Anderson, stated that there has not been a study made regarding the traffic and the cyclist on Dove Road. Chairman Forman opened the public hearing. No one came forward. Chairman Forman closed the public hearing. Commission continued to discuss their concerns for the cyclist and the danger of the high traffic. A motion was made to approve CP17-002 Amendment to the City of Southlake Mobility Master Plan subject to Staff Report dated March 17, 2017, concerning the recommendations regarding shared markings.
