Baker, Sr. Director of Planning and Development Services Subject: CP17-002, Ordinance No. 1075B, Consider an amendment to the Southlake 2030 Mobility Master Plan to incorporate recommendations of the Bicycle Safety Committee as well as intersection capacity improvement recommendations. Action Requested: CP17-002, Ordinance No. 1075B, Consider an amendment of the City of Southlake 2030 Mobility Master Plan to include the recommendations outlined in the staff report addressing bicycle mobility and intersection capacity improvements. Background Information: Bicycle Safety Committee The Bicycle Safety Committee was formed as a result of a discussion held during the joint City Council, SPDC, and Parks & Recreation Board meeting on August 4, 2016 as a way to improve bicycle safety in the City and address one of the 2015 Citizen Satisfaction Survey Gap Issues, "Provide Bicycle Facilities." This committee consisted of the Community Engagement Committee and Parks & Recreation board member Mitch Hill. In addition, City Council member Chad Patton and Parks & Recreation Board member Lori Palmer participated in the Committee discussions. On September 26, 2016, the Community Engagement Committee met in an official capacity as the City's newly formed Bicycle Safety Committee. During this session, City staff presented adopted active transportation recommendations related to bicycling from the Southlake 2030 Mobility Master Plan to the Committee. Staff highlighted several possible action items that were each framed in the context of these existing recommendations. Potential action items for these recommendations were grouped into one of three categories established by the Mobility Master Plan: Education and Promotion, Safe Behavior and Enforcement, and Planning and Infrastructure. Staff also presented a recently drafted version of a Bicycle Safety Flier for the Committee to review and offer feedback. The Committee provided comments regarding each of these items. Staff was directed to review the Committee's comments, and determine the extent to which bicycle safety initiatives could be implemented in the context of existing adopted 2030 recommendations. Upon further analysis, staff separated findings into two separate charts. The first chart illustrated that certain bicycle initiatives could be pursued under existing adopted recommendations through department work plans. A strategic framework had already been established for these items. However, not all of the initiatives discussed and proposed by the Bicycle Safety Committee could be addressed in the framework of the existing Southlake 2030 Mobility Master Plan. Staff identified possible future initiatives, but the inclusion of these items on a departmental work plan would require a City Council approved amendment to the Mobility Master Plan. Staff identified potential recommendations based on the feedback from the Committee, and established a potential "go forward plan" for these initiatives. This list of possible recommendations is included below as Exhibit "B." City staff has also included proposed amendments to the Bicycle Facility Master Plan (map / recommendations). The purpose of the revisions to the map is to encourage riders to use specific bicycle routes in the City by adding bicycle facilities, or increasing the priority tier of those facilities. Another goal of the revised map is to assist bicyclists in accessing the Cotton Belt Trail from Southlake. The adopted map is listed below as Exhibit "C" and the map proposed by the Bicycle Safety Committee is shown as Exhibit "D." The proposed revisions to the Bicycle Facility Master Plan Map would lead to changes in the Summary of Bicycle Facility Master Plan Recommendations. The changes proposed by the Bicycle Safety Committee are highlighted below in Exhibit "E." After further research of the Manual on Uniform Traffic Control Devices (MUTCD) guidelines, staff has proposed a Bicycle Facility Master Plan Map and subsequent Bicycle Facility Master Plan Recommendations. These are listed as Exhibit "F" and Exhibit "G" respectively. Intersection Capacity Improvements In an effort to address the number one gap issue from the 2015 Citizen Satisfaction Survey, "Manage Traffic Congestion," the City contracted with Kimley-Horn to perform a traffic analysis for various key intersections throughout the City. Exhibit "I" within this report illustrates the intersections studied. The study entailed the engineering firm performing site inspections at key intersections during the AM and PM peak traffic periods to observe traffic conditions such as sight distance constraints, intersection operations and geometry, excessive queuing, and crosswalk locations. Following the site inspections, the engineering firm conducted a traffic analysis on the intersections which included traffic computer modeling and traffic signal warrant analysis. Based on the work described above, the engineering firm made traffic improvement recommendations for each of the intersections studied. Examples of the recommendations include adding additional turn lanes, signal retiming, improved crosswalks, better signage and adding roundabouts. Included in proposed Amendment No. 1075B is a list of intersection capacity improvement recommendations based on the aforementioned study. If approved, these recommendations would replace the existing priority intersections list and map previously approved with the passage of Ordinance No. 1075 (pages 83 — 85, Southlake 2030 Mobility Master Plan). The proposed recommendations are included below as Exhibit "J." Reprioritization of Existing Recommendation Ord. No. 10758 Page 2 Additionally, staff is presenting a proposed reprioritizing of existing recommendation MT3 from a Tier 2 to a Tier 3 item. This reprioritization is illustrated below as Exhibit "K." Staff Recommendation: After conducting additional research, staff is not recommending placement of shared lane markings ("sharrows") along N. Kimball Ave. or future Kirkwood Blvd. The Federal Highway Administration provides the following guidance within Section 9C.07 Shared Lane Marking of the Manual on Uniform Traffic Control Devices (MUTCD): The Shared Lane Marking should not be placed on roadways that have a speed limit above 35 mph. Similar design guidance is included in the National Association of Transportation Officials (NACTO) Urban Bikeway Design Guide. Although not yet fully constructed, staff believes that upon completion, Kirkwood Blvd. will have a posted speed limit exceeding 35 MPH. N. Kimball Ave. (north of SH 114) has a posted speed limit of 40 MPH. The posted speed limit along Dove Rd. is 30 MPH, and the posted speed limit along S. Kimball Ave. is 35 MPH; therefore, the recommended sharrows along these routes are not inconsistent with MUTCD or NACTO guidelines. Staff recommendations for the Bicycle Facility Master Plan Map and Recommendations are displayed as Exhibit "F" and Exhibit "G." Staff recommends removing the existing Tier 2 recommendation for a "sharrow" along Kirkwood Blvd from the adopted map and recommendations table. Planning & Zoning Commission: Approved (7-0) as presented, subject to Staff Report dated March 17, 2017, further subject to staff's presentation particularly concerning recommendations regarding sharrow markings as discussed. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1 Pursuant to Section 11.06 of the Southlake City Charter, the Comprehensive Master Plan, of which the Mobility Master Plan is a component, may be submitted in whole or in part from time to time to the Ord. No. 1075B Page 24 Council for their adoption, accompanied by a recommendation by the Planning and Zoning Commission, and shall contain a planning consideration for a period of at least ten (10) years. The proposed amendments to the Mobility Plan which include the following and are noted by written description in Exhibit "A" and graphical depiction in Exhibit "B" and attached hereto and incorporated herein, are hereby approved. SECTION 2 The different elements of the Comprehensive Master Plan, as adopted and amended by the City Council from time to time, shall be kept on file in the office of the City Secretary of the City of Southlake, along with a copy of the minute order of the Council so adopting or approving same. Any existing element of the Comprehensive Master Plan which has been heretofore adopted by the City Council shall remain in full force and effect until amended by the City Council as provided herein. SECTION 3 This ordinance shall become effective on the date of approval by the City Council and subject to the City Council motion as indicated on Exhibit "C".
