CITY COUNCIL PRESENT: Mayor Laura Hill, Mayor Pro Tem Randy Williamson,
Deputy Mayor Pro Tem Shawn McCaskill, and Councilmembers Gary Fawks, John
Huffman, Chad Patton, and Shahid Shafi.

WORK SESSION:
1. CALL TO ORDER
The Work Session was called to order by Mayor Hill at 5:31 p.m.
2. INVOCATION
Clayton Reed gave the invocation. Mayor Hill led the pledges of allegiance to the United
States and Texas Flags.
3. CHAMBER OF COMMERCE UPDATE
Ian MacLean, Chairman of the Board of the Southlake Chamber of Commerce, provided
a brief update on Chamber activities.

4. DISCUSS PROPOSED AMENDMENTS TO OUTDOOR LIGHTING
ORDINANCE NO. 693-C.
Senior Director of Planning and Development Services Ken Baker presented Item 4 and
answered questions from Council.
5. DISCUSS THE FEE SCHEDULE FOR "EXISTING COMMERCIAL BUILDING
FOR SALE/LEASING SIGNS."
Senior Director of Planning and Development Services Ken Baker presented Item 5 and
answered questions from Council.
Although not a public hearing, Mayor Hill allowed interested members of the public the
opportunity to speak.
Steve Shramm, 415 Highland Oaks Circle, Southlake, Texas and Debra Perryman,
2805 Market Loop #100, Southlake, Texas addressed concerns about these proposed
changes.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR
SESSION.
Mayor Hill reviewed the items on tonight's agenda.
REGULAR SESSION:
1. CALL TO ORDER
The Regular Session of the City Council was called to order by Mayor Hill at 6:43 p.m.
2A. EXECUTIVE SESSION
Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071,
consultation with attorney, and 551.087, deliberation regarding economic development
negotiations. City Council adjourned for Executive Session at 6:43 p.m. Ultimately, there
were no legal issues to discuss so Council did not convene in Executive Session.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:26 p.m. and asked if there was needed action
from the executive session.

Mayor Hill briefly announced upcoming meetings and events.
3B. CITY MANAGER'S REPORT
3131. SOUTHLAKE PUBLIC LIBRARY UPDATE
City Manager Shana Yelverton introduced City Librarian Cynthia Pfledderer who
provided a brief update on a Library initiative to expand services and outreach programs
through an Interlocal Agreement for digital library services.
3132. STORY MAP PROJECT
City Manager Shana Yelverton introduced Jerod Potts, Assistant to the Planning and
Development Services Director, who provided a demonstration of the Story Map tool
and its uses.
4. CONSENT AGENDA
Consent Agenda items are considered to be routine by the City Council and are enacted
with one motion. Mayor Hill read the Consent Agenda items into the record.

Mayor Hill opened the public forum.
Brice Cerami spoke regarding an upcoming event, Run4Elise, which is being held on
April 8, 2017 in honor of his sister, Elise Cerami. The event is a fundraiser supporting
the Elise Cerami Memorial Fund.
There being no one else wishing to speak, Mayor Hill closed the public forum.

Site Plan District subject to Staff Report dated March 15, 2017 and Site Plan Review
Summary No. 2 dated March 3, 2017 and subject to the following:
• Granting the variance to Driveway Ordinance No. 634, as amended, Section 5.2(d)
regarding stacking depth, to allow a minimum 77 feet, for the entrance from

following amendment to Section VII.E.4:
a. For City Council elected officials, business class for international air travel is
allowed while traveling to a Sister City and conducting City business.
b. For City Council elected officials, business class for international air travel while
conducting City business, not related to Sister Cities, requires the approval of
City Council as an allowable expense.
