Item 6 - ZA17-014 SUP Relay for LifeCase No. ZA17-014 S T A F F R E P O R T March 17, 2017 CASE NO: ZA17-014 PROJECT: Specific Use Permit for a Mass Gathering - Relay for Life EXECUTIVE SUMMARY: Karena Sara with the American Cancer Society is requesting approval of a Specific Use Permit for a Mass Gathering on property described as Lots 1 & 2, Block 12, Southlake Town Square, Phase IV, an addition to the City of Southlake, Tarrant County, Texas; located at 1297 & 1299 Division St., Southlake, Texas. Current Zoning: “DT” Downtown District. SPIN Neighborhood #8. DETAILS: The request is for approval of a Specific Use Permit to allow the Relay for Life of Southlake, American Cancer Society Fundraising Event located at McPherson Park in Southlake Town Square which is generally located on the northeast corner of State Street and Federal Way. This event was successfully held in Southlake from May 2010 - 2015. The previous events were held at the Carroll High School with parking and overnight camping access at the Durham Intermediate School. Last year, the event was paired with the Northern Tarrant County event and was not held in Southlake. The 2017 event is proposed to return to Southlake and has been modified by removing the overnight camping and all-night activities. Since this year’s event is at a new location, the request is for a one-year approval period. The following is an overview of the applicant’s request:  The 2017 event is scheduled for Saturday, May 6, 2017; Noon – 10:00 PM  Set-up starts at 8 AM and clean-up will be completed no later than midnight  Event volunteers and signage are planned for safety purposes in keeping people away from the pond as well as monitoring the Kid Zone  Kid Zone to include bounce house, games, activities and face painter  Participation is free  Teams will each have a 10x10 space to set up  8x16 entertainment stage  Three (3) food vendor trucks  Luminaria Ceremony to celebrate cancer survivors  Attendance anticipated is 500 (come and go)  Portable restrooms and trash management will be provided A narrative from the applicant and the event site plan can be found under the links below. City Council approved an SUP for this event for two (2) years on May 3, 2011 (ZA11-010). City Council approved an SUP for this event for three (3) years on March 19, 2013 (ZA13-027). STAFF COMMENTS: Due to the limited scope of the event no staff review summary has been provided for this proposal. If a multi-year approval is granted, the applicant will be required to submit a site plan and scope of the event every year for staff approval at least 30 days prior to the event. The Planning & Zoning Commission and City Council shall consider the following in determining whether to grant a Specific Use Permit for a mass gathering event according to the Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended: 1. Whether there is convenient and safe access for the ingress and egress of pedestrians and vehicular traffic; 2. Whether sufficient traffic control personnel is proposed to insure safety to all members of the traveling public, including pedestrians, along all public roadways in the proximity of the mass gathering and/or along which the public is likely to travel to reach the mass gathering areas shall be provided; 3. Whether the mass gathering area is well drained and so arranged to provide sufficient space for persons assembled, vehicles, sanitary facilities, and appurtenant equipment; 4. Whether sufficient illumination will be provided at night to protect the safety of the persons assembled; 5. Whether adequate parking areas, including disabled persons’ parking spaces, shall be provided for persons arriving by vehicular Case No. Attachment A ZA17-014 Page 2 means. If the promoter proposes to utilize temporary off-site parking, then the promoter the mass gathering event the off-site temporary parking area will not be utilized for purposes other than the mass gathering event; and 6. Whether adequate provisions have been made for food supply, medical assistance, garbage disposal, water supply, parking, sanitation and toilet facilities, vermin control, and safety. The City Council may establish specific conditions depending upon the nature of the proposed event and traffic, health and safety issues according to Ordinance 480, Section 45.14.a, as amended.
