WS Item 4 Discuss Updates to Outdoor Lighting Ordinance Item #4 Work Session 1 Purpose The purpose of the work session is to provide City Council an overview of staff’s identify concerns or deficiencies with the current lighting ordinance and provide recommendations regarding changes to the ordinance and recommended steps. Following the presentation it is requested that City Council provide staff feedback on identified issues and proposed process. Identify Issues Consider Proposed Ordinance Updates Gain City Council Feedback & Direction Next Steps 2 Background Updating the lighting ordinance is a recommendation in the sustainability plan as a Tier 3 recommendation. However, because technology is changing so rapidly and the current ordinance is somewhat antiquated and the city will be experiencing lighting challenges as SH 114 develops, staff felt that it was appropriate to move forward on this ordinance sooner than later. The last update to the lighting ordinance was in May of 2012 to add LED lighting as a permitted light type. New lighting technologies have produced new and creative uses for lights and lights that are extremely powerful. As such if lighting is improperly installed it can create excessive glare and light trespass and be used in a manner that is not consistent with the city’s character. Staff in conjunction with a local engineer (Tim Yaggie) reviewed the ordinance and have identified some possible issues with the existing ordinance. Which include (READ SLIDE). These next few slides will provide a very brief of the identified issues and then we will go over the proposed next steps. 5 Terminology / Applications Update and clarify terms and calculations to be consistent with the IES (Illuminating Engineering Society) Manual used by field professionals Luminance (glare) - No longer applicable or consistent with the IES Manual standards currently used Add language that will ensure the regulations written do not conflict with the current Energy Code. Color Rendering index versus Kelvin temperature range 6 New Technology Provided options that can be used to control shut off when sufficient daylight is available. Also setting a time or curfew when lighting can be reduced by at least 30% or extinguished. 7 Architectural Design Lighting Address modern lighting designs used in architecture. Consider separate lighting plans during the application submittal process. Consider adding to the current submittal requirements at the development application stage regarding proposed lighting plans. Provide the applicant with measurement standards during the beginning of the process so field measurements can be considered prior to the permitting stage. Encourage USGBC (US Green Building Council) lighting practices. 8 Residential Lighting 9 Proposed Next Steps Committee Appointment Professional Consultant Conduct SPIN Meeting Planning & Zoning Commission City Council 1st & 2nd Readings Adopt Ordinance 693-D 10 Council Questions Can staff move forward with the development of the ordinance?
