Subject: Work Session Item 4 – Discuss proposed amendments to Outdoor
Lighting Ordinance No. 693-C.
Action
Requested: Provide feedback on identified issues and the proposed process
regarding the amendments to the City’s current lighting ordinance (693-
C).
Background
Information: Updating the lighting ordinance is a recommendation in the Southlake
2030 Sustainability Master Plan as a Tier 3 recommendation. However,
because technology is changing so rapidly, the current ordinance is
somewhat antiquated and the city will be experiencing lighting challenges
as SH 114 develops, staff felt that it was appropriate to move forward on
amending the lighting ordinance sooner than planned. The last update to
the lighting ordinance was in May of 2012 to add LED lighting as a
permitted light type. Prior to that update – the previous update was in
1999.
At the work session staff will be seeking direction on the following
questions:
Can staff move forward with the development of the ordinance?
Should a working group be assigned to assist staff in the
development ordinance?
Should the PZ Commission develop/review the ordinance and
make a recommendation to City Council (There is not a legal
requirement the PZ Commission make a recommendation on the
Lighting Ordinance – only the Zoning and Subdivision
ordinances)?
Financial
Considerations: Possible consultant contract.
Strategic Link: CB05 – Improve quality of life through progressive implementation of
Southlake’s Comprehensive Plan recommendations; B5 – Enhance serve
delivery through continual process improvement; and, B6 – Optimize use
of technology.
Citizen Input/
Board Review: If City Council directs staff to move forward with proposed amendments to
Ordinance 693-C, a SPIN meeting will be scheduled prior to a 1st reading
at City Council.
Planning & Zoning
Commission: No action required.
City Council: Provide direction to staff on a possible ordinance amendment.
Legal Review: None – Legal will review the ordinance once drafted.
