Item 4DCity of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork M E M O R A N D U M March 13, 2017 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services SUBJECT: Approve Resolution No. 17-016, Appoint the Parks and Recreation Board and Library Board to the Southlake 2030 Parks, Recreation and Open Space/Community Facilities Master Plan Amendment committee Action Requested: Consider approval of Resolution No. 17-016, appointing members to the Southlake 2030 Parks, Recreation and Open Space/Community Facilities Master Plan Amendment committee. Background Information: The Southlake 2030 Parks, Recreation & Open Space/Community Facilities Master Plan is a component of the City’s Southlake 2030 Comprehensive Plan. It is the primary tool to guide decision-making when addressing physical or programming use changes, as well as capital project expenditures related to the City’s parks, recreation facilities, open spaces and community facilities. Based on direction from the City Council, staff is moving forward with amending the Southlake 2030 Parks, Recreation & Open Space/Community Facilities Master Plan. Approval of Resolution No. 17-016 will allow City Council to appoint members of the Parks and Recreation Board and the Library Board to the committee to develop the recommended amendments to the plan. The scope for the Parks and Recreation Board will be to focus solely on recommendations related to parks, recreation and open space. The scope for the Library Board will be to focus solely on recommendations related to the Library. Citizen Input/ Board Review: City Council consideration March 21, 2017 Legal Review: Not applicable Alternatives: Any commentary as appropriate. 4D - 2 Shana Yelverton, City Manager Meeting Date – March 21, 2017 Page 3 of 3 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Supporting Documents: Resolution No. 17-016 Staff Recommendation: Approval of Resolution No. 17-016, appointing members to the Southlake 2030 Parks, Recreation and Open Space/Community Facilities Master Plan Amendment committee. 4D - 3 RESOLUTION NO. 17-016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO THE SOUTHLAKE 2030 PARKS, RECREATION AND OPEN SPACE/COMMUNITY FACILITIES MASTER PLAN AMENDMENT COMMITTEE WHEREAS, a Home Rule Charter of the City of Southlake, Texas, was approved by the voters in a duly called Charter election on April 4, 1987; and, WHEREAS, the Home Rule Charter, requires an update to the City comprehensive plan elements every four years; and, WHEREAS, the City Council recognizes the 2030 Southlake Parks, Recreation and Open Space/Community Facilities Master Plan is an element of the Southlake 2030 Plan, the City’s Comprehensive Master Plan; and, WHEREAS, the City Council has determined the Southlake 2030 Parks, Recreation and Open Space/Community Facilities Master Plan Amendment will be developed by the Parks and Recreation Board and the Library Board, appointed by City Council; and, WHEREAS, these committees will develop an Amendment that will be presented to City Council after recommendation from the Amendment committee and the Planning and Zoning Commission for consideration. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section1. Southlake 2030 Parks, Recreation and Open Space/Community Facilities Master Plan Amendment Committee is hereby established. Section 2. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section3. The City Council hereby appoints the following Parks and Recreation Board and Library Board to the Southlake 2030 Parks, Recreation and Open Space/Community Facilities Master Plan Amendment Committee.
