The height of the monopole is 95 ½ feet tall. The sport lighting standard is located at 72 ‘. There are two antenna cannesters that sit inside the top of the pole, The diameter base is 48”. The pole will sit about 10’ north of the property line. The exhibit in the top right hand corner is lease area. The monopole location is indicated by the green dot and the ground equipment compound is highlighted in blue. The equipment compound is approximately 630 square feet and is proposed to located about 175 feet east and 24 feet north of the monopole. The compound will be enclosed by a solid masonry wall that will match the color of the brick of the existing buildings. The plan proposes an underground PVC conduit that will route the coax cables to an equipment compound which is proposed to be located approximately 175 feet east and 24 feet north of the proposed monopole location. The equipment compound is approximately 630 square feet. The equipment cound shows a metal roof over the top of the ground equipment (photo example later). The applicant has indicated that they are willing to raise the height of the wall to 10’ to screen the roof. 10 Proposed Monopole Rendering 95.6’ 72.1’ This is a photo shop rendering of the pole and compound. 11 Existing Buildings 12 Equipment Compound Shade Canopy The applicant is proposing a shade canopy structure over the equipment compound that is approximately 9 feet 2 inches in height. The applicant has stated that the screening wall can be built at 10 feet in height in order to screen the view of the shade structure. 13 Variance – Landscape Variance to landscaping requirement under Zoning Ordinance No. 480, Section 45.7.d.8 Approximate location of monopole Approximate location of equipment compound These next few slides will summarize the variances being requested. The monopole tower is proposed to replace an existing light standard that is located approximately 10 feet from the southern property line which currently abuts residential property. The proposed equipment compound is located on the adjacent lot to the east that abuts a commercial lot to the south that has a significant existing tree buffer along the common property line. A landscape buffer of plant materials is required around tower facilities and any equipment buildings. Due to the proposed configuration, the existing conditions of the site and surrounding properties, the applicant is requesting relief from landscaping requirements. 14 Variance – Parking Space Variance to parking requirement under Zoning Ordinance No. 480, Section 45.7.d.10.d Approximate location of equipment compound Approximate location of monopole Access Easement One (1) all weather surface parking space shall be provided on each site. The applicant is proposing an access easement that utilizes an existing driveway off E. Highland St. and continues down through the sports field area to the lease area. The applicant is requesting to keep the current condition of the site as much as possible and states the occasional access to the site will not require a separate parking space from the existing parking. 15 Variance – Co-location Variance to co-location requirement under Zoning Ordinance No. 480, Section 45.7.d.2.b The proposed tower facility does not allow for additional providers due to the limited space available on the pole which also serves as a sports field light standard. 16 Variance – Setback Variance to setback requirement under Zoning Ordinance No. 480, Section 45.7.d.7.a, c: Towers shall be a minimum of 200 feet or 2:1 distance to height ratio, whichever is greater, from the property line of properties used for residential purposes. Towers shall be located in such a manner that if the structure should fall along its longest dimension, it will remain within property boundaries and avoid habitable structures, public streets, utility lines and other telecommunication towers. The proposed location of the monopole is approximately 10 feet from the property line directly to the south and approximately 100 feet from the property line south of the first line. The monopole is approximately 95 ½ feet in height. Planning & Zoning Commission 21 Proposed Extended Monopole Rendering 115.6’ 95.6’ 72.1’ Following the recommendation by the Planning & Zoning Commission, the applicant has provided a rendering showing the extended height it would require in order to accommodate an additional provider. The existing light pole is 72.1 feet in height.  The original proposal was to add 23.5 feet (total 95.6 feet) to accommodate Verizon Wireless’ antennas.  In order to add a second carrier the applicant would need to add another 20 feet to the antenna structure for a total of 115.6 feet.   Verizon uses two canisters or two levels of antennas.  Assuming a second carrier would use the same two more levels of canisters would need to be added to hold their antennas.  Verizon Wireless agrees to build the site with 4 levels of canisters to accommodate Verizon Wireless and another carrier. 22 Questions? 23 24 Distance Exhibit The proposed lease area is approximately – 411 feet from the residential property line to the west 403 feet from the residential property line to the north 557 feet from the residential property line to the east 1,032 feet from the residential property line to the south 411’ 403’ 1,032’ 557’ CITY COUNCIL: September 6, 2016; Approved (7-0) subject to Staff Report dated August 30, 2016 and SUP Review Summary No. 5 dated August 11, 2016 and approving Option #1 noting the following variances:   • Variance to landscaping requirement under Zoning Ordinance No. 480, Section 45.7.d.8: The proposed tower facility is located on property that abuts residential property to the west and north. A landscape buffer of plant materials around the facility is required. The diameter of the existing light pole is 18 ½ inches. The diameter of the proposed monopole is approximately 44 inches at the base and gradually gets smaller to about 33 inches at the top.
