Item 4I Approve the Purchase of new extrication tools and equipment Item # 4I Good evening Honorable Mayor and City Council members I’m Deputy Fire Chief Wade Carroll and I will be presenting the next item for your consideration. The Fire Department is seeking approval to move forward with a purchase of new extrication tools and equipment. 1 City of Southlake Strategy Map Critical Business Outcomes CBO1 - Continue to implement Southlake 2030 Plan by focusing on short-term initiatives. By Optimizing the use of technological advances (B6) in extrication tools, we ensure that the Fire Department is prepared for the advancements in automobile technology and can still perform extrications effectively and efficiently. If approved the new extrication tools will bring our Department into compliance with newly updated NFPA testing standards. 2 Tools are utilized to free trapped or entangled victims Current extrication tools were manufactured between 2005 and 2008 Changes in automobile construction materials. Changes in the NFPA 1936, 2015 standards. Necessity Extrication Tool and Equipment Purchase Extrication tools are used to perform critical tasks to access and free occupants when they become trapped in a damaged vehicle or building. Our current extrication equipment has been in service since between 2005 and 2008. The current equipment has reached its recommended service life and parts have become difficult to find or unavailable. Vehicle technologies have changed to include Advanced High Strength Steel materials that either render our current tools ineffective, or significantly slow them down increasing the overall time of extrication. New NFPA testing standards require extrication tools to be able to work with these new materials. The new tools are guaranteed to meet or exceed NFPA testing standards and are compliant with the 2015 updates. 3 eDRAULIC tools are compliant with NFPA 1936, 2015 updates. The tools are lighter, more powerful, and faster eDRAULICS are battery operated, eliminating hydraulic hoses. The enclosed system is safer Manufacturer recommended service intervals from annually to every 5 years. New Technology As stated in the previous slide NFPA 1936 was changed in 2015 to included updates that were consistent with the changing technologies in vehicle manufacturing. The new materials enable vehicle manufacturers to produce lighter and stronger vehicles by using stronger metals and manufactured materials. These materials slow or stop traditional extrication tools. The new tools are faster, stronger and lighter to enable personnel to work more effectively and efficiently on emergency scenes. The new eDraulics tools are the latest in extrication technology and include: An internal electric motor powering a hydraulic pump. Increased portability The Ram extends 20 inches longer with more power. Cutters that are designed to handle current and future vehicle materials and have 77% more cutting power. Spreaders are 16% lighter and have 14% more power. Each tool is powered by Lithium-ion battery offering enough power to handle multiple vehicle extrications on a single charge. Each set will be accompanied by a spare battery, battery charger and an AC adapter. Current extrication tools require manufacturer service annually. The new eDRAULICS have a 5 year service recommendation. 4 Budgetary Information Purchase of extrication tools for $85,000 was budgeted as part of the approved FY17 budget Adheres to Equipment Replacement Plan No impact to annual budget after initial purchase The purchase of the HURST eDRAULIC tools and associated equipment is not to exceed $85,000. The tools and equipment were requested and approved as part of the FY’17 budget, and is recommended as part of the Southlake Fire Department’s Equipment Replacement Plan. Once approved, the purchase will be made from Municipal Emergency Services. The purchase will not cause an increase to the future annual budgets and the new tools have a longer service interval that will save the department approximately $4000 each year. 5 Questions?
