PROJECT: Specific Use Permit for RACE2RESCUE 5K EXECUTIVE
SUMMARY: Sarah Phillips with Rescue Her is requesting approval of a Specific Use Permit
for a Mass Gathering on property described as Lot 1, Block 1, Gateway Church
– 114 Campus, an addition to the City of Southlake, Tarrant County, Texas;
located at 700 Blessed Way, Southlake, Texas. SPIN Neighborhood #4.
DETAILS: The request is for approval of a specific use permit to allow a 5K race event
generally located at the Gateway Church campus; bounded by SH 114
Westbound Frontage Road, Blessed Way, E. Kirkwood Blvd. and Grace Lane.
The following is an overview of the applicant’s request:
The 2017 event is scheduled for Saturday, April 22, 2017; 6 AM – 11:30 AM
(includes set-up and tear down). If weather permits, the stage will be set-up
in Lot B at 8 PM the evening prior to the event.
o Check-in for runners begins at 7:30 AM
o Competitive 5K race begins at 9 AM and the fun run begins at 9:15 AM
following the same route
o Participants can enjoy the after party until approximately 10:30 AM
which includes DJ, dancing, children’s activities, booths from local
businesses and non-profits and food from local vendors. No alcohol is
served.
On-site EMT and off-duty police officers are planned for safety purposes.
Attendance anticipated is approximately 1,500.
Portable restrooms and trash management will be provided.
The applicant is requesting a 3-year approval period.

P&Z Commission Recommendation Applicant’s Response
The P&Z recommended the applicant work with
City staff to ensure there would be a sufficient
number of temporary restroom facilities to
accommodate the proposed event.
The recommended number of temporary restroom
facilities provided by the leasing company is 1:100. Due
to the number of anticipated participants and the length
of the event, City staff has determined the
recommended number would be sufficient and have
also required that the applicant provide at least one
temporary restroom facility that is handicap accessible.
The applicant has agreed to these terms.

LAND USE CATEGORY: Public / Semi-Public
CURRENT ZONING: “NR-PUD” Non-Residential Planned Unit Development District
HISTORY: - This will be the fifth year for this event; and the second year for this
event in Southlake. Last year, the event was held in Bicentennial
Park and managed under Community Services. This will be the first
time the event is held at the proposed location – Gateway Church.
PLANNING & ZONING
COMMISSION: February 23, 2017; Approved (6-0) subject to the Staff Report dated
February 17, 2017, noting the applicant’s willingness to consult with City
staff on various matters including the number of temporary restroom
facilities. Approving the 3-year event period.
STAFF COMMENTS: The Planning & Zoning Commission and City Council shall consider the
following in determining whether to grant a Specific Use Permit for a
mass gathering event according to the Comprehensive Zoning
Ordinance No. 480, Section 45.14c, as amended:
1. Whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. Whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering
and/or along which the public is likely to travel to reach the mass
gathering areas shall be provided;
3. Whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. Whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;
5. Whether adequate parking areas, including disabled persons’
parking spaces, shall be provided for persons arriving by vehicular
means. If the promoter proposes to utilize temporary off-site parking,
then the promoter the mass gathering event the off-site temporary
parking area will not be utilized for purposes other than the mass
gathering event; and

6. Whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues
according to Ordinance 480, Section 45.14.a, as amended.
City staff has determined that the provided temporary restroom facilities
shall meet a 1:100 ratio, to include at least one (1) temporary restroom
facility that is handicap accessible.
Due to the limited scope of the event no staff review summary has been
provided for this proposal.
If a multi-year approval is granted, the applicant will be required to
submit a site plan and scope of the event every year for staff approval at
least 30 days prior to the event.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING FOR RACE2RESCUE 5K EVENT LOCATED AT
700 BLESSED WAY ON PROPERTY DESCRIBED AS LOT 1, BLOCK
1, GATEWAY CHURCH – 114 CAMPUS, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT “A”, AND AS DEPICTED ON
THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT “B” AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering for Race2Rescue 5K Event has been
requested by a person or corporation having a proprietary interest in the property zoned as “NR-PUD”
Non-Residential Planned Unit Development District; and,
WHEREAS, in accordance with the requirements of Section 45.14 of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering for Race2Rescue 5K Event, on property
within the City of Southlake, Texas, being located at 700 Blessed Way, Southlake, Texas and being
described as Lot 1, Block 1, Gateway Church – 114 Campus, an addition to the City of Southlake,
Tarrant County, Texas, more fully and completely described in Exhibit “A”, and as depicted on the
approved Site Plan attached hereto and incorporated herein as Exhibit “B” and providing an effective
date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions
set forth herein. The following specific requirements and special conditions shall be applicable to the
granting of this Specific Use Permit:

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
