PROJECT: Site Plan for Royal and Annie Smith Park EXECUTIVE
SUMMARY: The City of Southlake is requesting approval of a Site Plan for Royal and Annie
Smith Park on property described as Tract 1, J.G. Allen Survey, Abstract No.
18, Southlake, Tarrant County, Texas and located at 3045 Johnson Road,
Southlake, Texas. Current Zoning: "CS" Community Service District. SPIN
Neighborhood #11.
DETAILS: Royal and Annie Smith Park is generally located on the south side of Johnson
Road approximately 470 feet east of Harrell Drive and adjacent to Florence
Elementary School. The purpose of this item is to gain site plan approval to add
seventeen (17) parking spaces to the park. There are six (6) existing spaces.
The addition will result in a total of twenty-three (23) spaces. No other changes
to the site are proposed.
ACTION NEEDED: 1) Conduct a Public Hearing

CURRENT ZONING: CS - Community Service District.
HISTORY: December 18, 2007; City Council approved a Zoning Change and Site
Plan from “AG” Agricultural District to “CS” Community Service District
and the park development for a trail, pavilion, parking and playground.

the subject property as Public
Parks/Open Space. The Future
Land Use Plan defines Public
Parks/Open Spaces as public

passive recreation, such as parks
and athletic complexes, and public
open space for the preservation of
the scenic vistas and natural
vegetation of the City. This Land
Use Plan depicts only existing
Public Parks/ Open Space facilities; potential Public Parks/ Open Space
sites are illustrated in the Parks, Recreation, and Open Space Master
Plan.
Parks, Recreation & Open Space
The proposed site plan for additional parking is consistent with the
Parks, Recreation & Open Space component of the Southlake 2030
Plan for Royal & Annie Smith Park. The additional parking was adopted
as a Tier 1 priority project at this location.
Pathways Master Plan & Sidewalk Plan
An existing 6-foot wide sidewalk is located along Johnson Road. An 8-
foot wide trail is located within the park and connects to Vermillon Court
to the south. A 4-foot sidewalk connects the park trails to Florence
Elementary School to the west.

TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The park has direct access onto Johnson Road, a two lane 70-foot wide
Collector Street.
TREE PRESERVATION: The site is subject to the City’s Tree Preservation Ordinance No. 585-D.
No existing trees are proposed to be altered due to the parking lot
addition.
UTILITIES: An existing 8-inch sewer line and a 12-inch waterline are located along
Johnson Road.
CITIZEN INPUT: A SPIN meeting was not held for this project.
