January, 2017 City of Southlake Planning and Development Services 1400 Main Street, Suite 310 Southlake, TX 76092 Re: ZA15-149 Verizon Wireless Southeast corner of Highland Street and Carroll Avenue Dear Planning Staff: Verizon Wireless proposes to construct an antenna facility that will improve cellular service to the area around Highland Street and Carroll Avenue. The demand for telecommunication services from mobile telephone users is constantly increasing. In order to improve service and help to lessen the antennas' appearance Verizon Wireless attempts to use existing structures or to alter existing structures in a minimal way to add antennas to the area. This request by replacing an existing light structure at a Carroll School District sports field will provide improved service while minimizing the visual impact of the antennas. The ground equipment compound will be approximately 175 feet to the east of the light standard that will hold the antennas. The ground equipment will be surrounded by a brick wall. The brick will match the brick on the school building. We are requesting a variance to the landscape ordinance since the equipment will be surrounded by a masonry wall but the light standard will not. The site is on the south side of a sports field. The equipment area is east of the light standard to eliminate any interference with the sports field. There will be no parking space at the equipment area. We are requesting a variance to the requirement for a parking space. The occasional access to the site after it is constructed will not require a separate parking space from the existing parking. Verizon Wireless has operated a cellular telephone system serving the Southlake community for many years. The city depends on a reliable system. The system is constantly monitored and improved when necessary. Attached to this request are propagation maps that show the technical improved coverage that this facility will provide. System users in this general area will have improved service through faster connections, downloads of data and signal strength for their devices. We are requesting a variance to the landscape regulations as this site. There will be a wall surrounding the equipment. This wall will fully hide the equipment. We will have a ten -foot masonry wall around the equipment. This is the current condition at this light standard and the other light standards around the field. There will be no dedicated parking space at the site.
