Controls and Paradigm Traffic Systems in an amount not to
exceed $150,000.
Action
Requested: Approve the purchase of traffic signal components for the Traffic
Signal and Intersection Improvements for Kirkwood Boulevard at
T.W. King Road and Kirkwood Boulevard at Dove Road project
from Pelco Structural, LLC, Consolidated Traffic Controls and
Paradigm Traffic Systems in an amount not to exceed $150,000.
Background
Information: A signal warrant study was completed in relation to the TD
Ameritrade development for four intersections. The signal warrant
study identified the intersections of Kirkwood Boulevard and Dove
Road and Kirkwood Boulevard and T.W. King Road as needing to
be upgraded from stop controlled to traffic signal controlled. The
signal warrant study and traffic impact analysis also identified
geometric improvements for these intersections. A design contract
was awarded by City Council to Kimley-Horn and Associates, Inc.
at the December 6, 2016 meeting. The design is currently at 30%
complete.
In an effort to have the traffic signals installed and operational prior
to the beginning of the fall 2017 school session, staff is requesting
approval to purchase components with long lead times. The signal
poles, mast arms, pedestrian crossing components,
cabinet/controller and battery back-up units (BBU) can take up to
sixteen weeks for delivery. In order for the contractor awarded the
construction contract to meet the August completion time, these
materials will need to be on hand at the time of contr act award or
shortly thereafter.

The signal components to be purchased prior to construction
contract award are as follows:
Signal Poles/Mast Arms from Pelco Structural, LLC
Pedestrian Poles from Consolidated Traffic Controls
Cabinet/Controller, BBU from Paradigm Traffic Systems
All three suppliers are City approved vendors and purchases will be
made through Buy Board and/or Texas Smart Buy which meet all
City of Southlake and State of Texas purchasing requirements.
Financial
Considerations: Construction expenses for this project are included in the FY2017
CIP budget.
Strategic Link: The Kirkwood Boulevard Traffic Signal project links to the City’s
strategy map relative to the focus areas of Mobility and
Infrastructure. The specific corporate objectives that are met by
this project are to (C2) Provide travel convenience within the City &
region and (F2) Invest to provide and maintain high quality public
assets. The critical business outcome is to (CBO2) Enhance
mobility through aggressive traffic management initiatives and
capital project implementation.
