CITY COUNCIL ABSENT: None. CALL TO ORDER 2. DINNER/WELCOME The group ate dinner from 6:00 p.m. to 6:30 p.m. The Winter Workshop was called to order by Mayor Laura Hill at 6:30 p.m. City Manager Shana Yelverton made opening comments and presented the order of events for the workshop. 3. DISCUSSION: STRATEGIC PRIORITIES A. FY2016 PROOF OF PERFORMANCE City Manager Shana Yelverton presented Council with the format for the first agenda item. This session was designed to allow small groups of Councilmembers to rotate through stations designated by Strategic Focus Areas as shown below. Mayor Hill called for a break at 8:00 p.m. and reconvened the meeting at 8:10 p.m. 4. DISCUSSION: QUALITY DEVELOPMENT STRATEGY A. PUBLIC LIBRARY PLANNING Assistant City Manager/Director of Economic Development and Tourism Alison Ortowski and Director of Community Services Chris Tribble presented information on the location and development of the ultimate city library. The group discussed the opportunity to work with Carillon as a possible location. Chief Financial Officer Sharen Jackson also presented information on possible funding options. No action was taken on this item. B. TAX INCREMENT REINVESTMENT ZONE (TIRZ) NO. 1 EXTENSION Assistant City Manager/Director of Economic Development and Tourism Alison Ortowski presented information on managing maintenance costs within the TIRZ and answered questions regarding options for maintenance of the public spaces. Chief Financial Officer Sharen Jackson also presented information on possible funding options. Carroll Independent School District Superintendent David Faltys addressed Council’s questions regarding continued school district participation in the TIRZ. No action was taken on this item. 5. DISCUSSION: MOBILITY STRATEGY A. INTERSECTION STUDY UPDATE Director of Public Works Rob Cohen presented information on the intersection capacity assessment, gave an update of Phase 2, and discussed go-forward plans. SOUTHLAKE 2035 SCHEDULE Senior Director of Planning and Development Services Ken Baker presented information on the progress made on the implementation of the recommendations from the Southlake 2030 plan and discussed plans for moving forward in the Southlake 2035 plan. 7. FOCUS AREA DISCUSSION • Mobility – Vehicular and Mobility • Infrastructure • Quality Development • Volunteerism • Partnerships • High Performance Management • Safety & Security • City Values City Manager Shana Yelverton informed Council this agenda item allows the opportunity to discuss topics in the City’s focus areas. There was no other Council discussion. 8.
