The specific corporate objectives that are met by these services are to achieve the highest standards of safety and security, to provide travel convenience within the City & region, and to collaborate with select partners to implement service solutions. 2 Requested Action Approve an updated Interlocal Mutual Aid Agreement and resolution with the cities of Hurst, Euless, Grapevine, and Bedford in order to conduct joint police commercial motor vehicle enforcement details without the presence of State DPS Troopers. Approve an updated Interlocal Mutual Aid Agreement with the cities of Hurst, Euless, Grapevine, and Bedford in order to conduct joint police commercial motor vehicle enforcement details without the presence of State DPS Troopers. 3 Commercial Vehicle Enforcement Reduce commercial vehicle collisions through enforcement Ensure safety and mobility of public Protect roadways from damage The Southlake Police Department’s Commercial Vehicle Enforcement Unit currently operates with the following goals: Reducing commercial vehicle collisions through enforcement of state, local and federal transportation laws. Ensuring the safety of the general public by securing compliance with all applicable traffic laws. Protecting city roadways from damage related to overweight commercial vehicles   The CVE Officer is trained and certified by the Texas Department of Public Safety and the Federal Motor Carrier Safety Administration to perform North American roadside, hazardous materials, and cargo tank inspections. This allows the CVE officer to stop commercial vehicles due to safety concerns and without the normal probable cause that must exist for a routine traffic stop. 4 Interlocal Mutual Aid Agreement Adds Bedford to current agreement with no other substantive changes Allows joint CVE details that rotate through each city in order to maximize productivity and safety Formalizes current operations within state guidelines Conducting joint Commercial Vehicle Enforcement Details allows the limited number of CVE officers from each department to work together on a monthly basis in order to conduct a coordinated detail, which rotates through the partner cities. The Cities of Grapevine, Hurst, and Euless are already part of the current agreement, and this resolution will add Bedford with no other substantive changes. The agreement will allow the cities to continue their current operations without the presence of State DPS Troopers.
