The Work Session was called to order by Mayor Hill at 5:34 p.m.
2. INVOCATION
Clayton Reed gave the invocation. Mayor Hill led the pledges of allegiance to the United
States and Texas Flags.
3. CHAMBER OF COMMERCE UPDATE
Mayor Hill introduced Southlake Chamber of Commerce President Mark Guilbert. Mr.
Guilbert gave a brief update on Chamber activities.

Services Chris Tribble also gave a short presentation on planned activities for LiveFit
Southlake.

Mayor Hill reviewed the items on tonight's agenda. Councilmembers agreed to move
Item 7B to the consent agenda.

The Regular Session of the City Council was called to order by Mayor Hill at 5:52 p.m.

Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071,
consultation with attorney. City Council adjourned for Executive Session at 5:52 p.m.
Executive Session began at 6:12 p.m. and concluded at 7:03 p.m.

Mayor Hill reconvened the meeting at 7:08 p.m. There was no action necessary as a
result of Executive Session.

and 6B simultaneously and answered questions from Council.
Applicant representative Art Anderson presented Items 6A and 6B simultaneously and
answered questions from Council. Mr. Anderson turned over portions of the
presentation to other members of his team: Sandy Stephens, P.E., with Cole; and Milton
Anderson with Merriman Anderson / Architects. Property owner Lucien J. Tujague,
Jr. with Dominion Southlake Properties, LLC. also answered Council's questions.
Mayor Hill opened the public hearing and asked for anyone wishing to speak on the
item to come forward. There being no one wishing to speak, Mayor Hill closed the public
hearing.
Motion was made to approve Ordinance No. 480-720 (ZA16-051), 2nd Reading, Zoning
Change and Concept / Site Plan for Delta Southlake Center subject to Staff Report
dated January 10, 2017 and Site Plan Review Summary No. 7 dated November 29,
2016 granting the following variance request: a variance to Lighting Ordinance No. 693,
as amended, requiring a maximum illumination projected from one property to another
to not exceed 0.2 footcandles horizontal and 0.5 footcandles vertical is requested to
allow illumination of 3.0 footcandles horizontal and vertical.

• Noting that all proposed regulations outlined in the SP-2 regulations letter dated
January 12, 2017 from the applicant are accepted with the following clarifications
or modifications:
• Page 2 — (Development Regulations for Lot 2 only - #7) — reads as follows:
The S-P-2 outparcel (Lot #2) is approved for the following:
1) Multi-story office/retail buildings;
2) A three story parking garage with four levels of parking provided that the
parking garage is consistent with conceptual renderings in terms of
location, facade materials, design, scale and layout; and,
3) Retail buildings not exceeding 30% of the Lot 2 land area.
• Noting that all amenities such as the internal traffic circle, entry wall features on
SH 114 and White Chapel Boulevard, internal streets, Lot 1 landscaping and Lot
2 native grass mix consistent with the Phase 1 landscape plan as presented this
evening and provided in City Council's packet will be constructed/installed per
the exhibits presented prior to the issuance of a final certificate of occupancy for
the hotel.
• Noting that all streetscapes, courtyards, retaining walls, exterior amenities, gates,
awnings, landscaping and exterior lighting will be consistent with the quality and
style indicated in Southlake Delta Center Design Guidelines booklet dated
December 6, 2016 and included in City Council packet.
• Accepting all revisions to the SP-2 regulations, site plan and exhibits presented
this evening and/or included in City Council's packet unless noted in this motion.
• Specific notation to Lot 1 — other than the hotel, the only other permitted use is a
sit-down, non-drive-through restaurant; applicant has agreed as represented this
evening, along the northern 16 spaces of parking, they will be planting four-inch
caliper trees along the service drive and a hedge row to ensure proper screening
of those vehicles; screening of the hotel generator will be by masonry wall unless
the applicant can present to staff a reason why the masonry wall will not work
and must include a potential remedy;
• Specific notation to Lot 2 — allowing permitted uses that comply with Section 22,
C-3 General Commercial District zoning with the exception of the following:
eliminating #5 - commercial amusement centers and bowling alleys where the
activity is for indoor operations and activities only, including indoor driving ranges
and indoor miniature golf courses; eliminating #13 — health and physical fitness
centers and gymnasiums but noting that Council is allowing accessory uses for
these purposes along with the offices; eliminating #17 — medical care facilities to
include nursing and care homes, hospitals with their related facilities and
supportive retail and personal service uses operated by or under the control of
the hospital primarily for the convenience of patients, staff and visitors; and
regarding #30 - Council is granting the use of variety stores up to and not
exceeding 2,000 s.f. of lease space; and allowing permitted used that comply
with Section 21, C-2 Local Retail Commercial District with the exception of the
following: amending #23 to allow grocery stores and meat markets with a size
limitation not to exceed 5,000 s.f.; amending #30 — restaurants, tea rooms,
cafeterias, fast food and "take-out" food restaurants specifically not allowing any
drive-through capabilities; striking #35 completely — variety stores, provided that

the floor area of such facility does not exceed 10,000 s.f.; and requiring applicant
to submit and gain approval of an annual maintenance plan for Lot 2 to city staff;

materials presented this evening in the staff report; must be articulated to screen
all cars on the roof, 4th level, of the garage from SH114; and, no pole lighting to
be visible from roadways.

amendment to the City of Southlake Comprehensive Zoning Ordinance No. 480, subject
to Staff Report dated January 10, 2017 and noting:
• Amending section 37.2 of the zoning ordinance under "schedule of uses" to allow
Vehicle Sales and Demonstration as a permitted use by Specific Use Permit.
Also amending section 37.3 of the zoning ordinance under the definition section
to include the following:
o Vehicles Sales and Demonstration — A display of 10 or less vehicles for
the purpose of demonstrations, test drives, service and new or pre-owned
sales. No more than two vehicles on site may be pre-owned.
o Noting applicant's agreement to meet with City staff to craft a more
comprehensive understanding of the definition of service and what would
be allowed and not allowed as a part of this ordinance.
o Noting that Council is asking City staff to address square footage
limitations as it relates to this ordinance.
